UNION STATION SITE IMPROVEMENTS — PORTLAND, OREGON
The Portland Development Commission will receive sealed Bids for:
Rehabilitating Restrooms, Cleaning of Masonry and Metal Roofing in­
cluding Masonry Repointing and Roofing Repair, Painting, Plumbing,
Lighting, and Related Work at the Union Station Site, Portland, Oregon
— Until 2:00 p.m., Pacific Daylight Time (PDT) on the 7th of July, 1988, at
1120 S.W. Fifth Avenue, Suite 1102, Portland, Oregon 97204-1968, at
which time and place ail Bids will be publicly opened and read aloud.
Contract Documents, including Drawings and Specifications, are on file
at the office of the Portland Development Commission, at 1120 S.W.
Fifth Avenue, Suite 1102, Portland, Oregon 97204-1968.
Copies of the Contract Documents may be obtained at the Portland
Development Commission, by depositing $50.00 for each set of
documents so obtained. Each such deposit will be refunded if the Draw­
ings and Contract Documents are returned in good condition within ten
(10) days after the Bid Opening.
All bidders must comply with the provision of Chapter 279, Oregon
Revised Statutes, relating to the qualification of bidders. The bidder’s
prequalification statements shall be prepared and presented on the City
of Portland Prequalification Application and filed with the Portland City
Engineer not later than nine (9) business days prior to the bid opening
time.
A certified check or bank draft, payable to the order of the Portland
Development Commission, negotiable U.S. Government Bonds (at par
value), or a satisfactory Bid Bond executed by the Bidder and an accep­
table Surety, in an amount equal to ten percent (10%) of the total Bid
shall be submitted with each Bid.
The successful Bidder will be required to furnish and pay for satisfac­
tory Performance and Payment Bond or Bonds.
Attention is called to the fact that not less than the minimum salaries
and wages as set forth in the Contract Documents must be paid on the
Project, and that the Contractor must ensure that employees and ap­
plicants for employment are not discriminated against because of their
race, color, religion, sex or national origin, and that the Contractor must
comply with all provisions required by ORS 279.348 through ORS
279.356.
Minority/women business enterprises will be afforded full opportunity
to submit bids in response to this invitation and will not be
discriminated against on the grounds of race, color or national origin in
consideration for an award of any contract entered into pursuant to this
advertisement.
Recognizing that the Portland Development Commission has adopted
Resolution No. 3455, which establishes a policy of Minority and Women
Business Enterprise recruitment, the Contractor will agree to abide by
the mandates of Exhibit “ A” - Minority/Women Business Enterprise
Recruitment Guidelines and Bid Conditions for Direct Commission Con­
struction Projects, which is included in these bid documents. The com­
mission’s adopted percentage recruitment requirements as of this date
are 10 percent Minority Business Enterprise and 2.5 percent Women
Business Enterprise. These percentages are to be applied to the total
dollar amount of this contract.
Fhe Portland Development Commission reserves the right to reject any
w all bids or to waive any informalities in the bidding.
Bids may be held by the Portland Development Commission for a period
not to exceed thirty (30) days from the date of the opening of bids for the
purpose of reviewing the bids and investigating the qualification of the
bidders prior to awarding the contract.
Bidder shall be certified as an EEO Affirmative Action Employer as
prescribed by Chapter 3.100 of the Code of the City of Portland.

vationist/historian to complete the National Register Nomination Ap­
plication for Portland’s Chinatown. All qualifications must be submitted

Avenue, 11th Floor) no later than 5:00 p.m., Monday, July 11,1988. Five (5)
copies are required at that time.
The Portland Development Commission encourages participation of

Sealed bids will be received by the City of Camas Office of the Finance
Department, Municipal Building, 616 N.E. 4th Avenue, Carnas,
Washington, until 9:00 A.M. (PST) on July 6,1988 and will then and there
be opened and publicly read for the construction of the improvements.
All bid proposals shall be accompanied by a bid proposal deposit in
cash, certified check, cashier's check or surety bond in an amount equal
to five percent (5%) of the amount of such bid proposal. Should the suc­
cessful bidder fail to enter into suph contract and furnish satisfactory
performance bond within the time stated in the specifications, the bid
proposal deposit shall be forfeited to the City of Camas.
Maps plans and specifications may be obtained from this office upon
deposit of the amount of $25.00, which will be returned to the bidder
upon return of the plans and specifications in good condition within 10
days after the opening of bids.
Informational copies of maps, plans and specifications are on file for in­
spection in the Office of the Department of Public Works, Camas,
Washington.

provements (Lents, Arbor Lodge, Piedmont, Woodstock,
Creston/Kenilworth, Mt. S cott/A rleta neighborhoods),
drainage testing, street program administration.
• 1988-89 HCD Public Service Activities: Alternative
Community Service Program (citywide), Self-Help Grants
(HCD designated neighborhoods), Non-Profit Loans
(citywide).
• HCD Designated Neighborhoods include: Boise,
Brooklyn, Buckman, Burnside, Creston-Kenilworth, Cully,
Eliot, Foster-Powell, Hosford-Abernethy, H um boldt,

An Environmental Review Record for these projects has been
made by the City which documents the environmental review
of the projects. This Environmental Review Record is on file at
the above address and is available for public examination and
copying upon request between the hours of 8:00 a.m. and 5:00
p.m., Monday - Friday.
The City of Portland w ill undertake the projects decribed above
with Community Development Block Grant funds from the U.S.
Dept. of Housing and Urban Development under Title I of the
Housing and Community Development Act of 1974 as amend­
ed. The City is certifying to HUD that the City of Portland and
J.E. Bud Clark, in his official capacity as Mayor consent to ac­
cept the jurisdiction of the Federal courts if an action is
brought to enforce responsibilities in relation to environmen­
tal reviews, decision-making and action; and that these respon­
sib ilities have been satisfied. The legal effect of the ce rtifica­
tion is that upon its approval the City may use the grant funds
and HUD w ill have satisfied its responsibilities under the Na­
tional Environmental Policy Act of 1969. HUD w ill accept an ob­
jection to its appoval only if it is on the following bases, (a) that
the certification was not in fact executed by the certifying o f­
ficer or other officer of applicant approved by HUD; or (b) that
the applicant’s environmental review record for the project in­
dicates omission or a required decision finding or step ap­
plicable to the project. Objections must be prepared and sub­
mitted in accordance with the required procedures (24 CFR
Part 58) and may be addressed to HUD at 520 S.W. 6th Ave.,
Portland, Oregon 97204.
Objections to the release of funds on bases other than stated
above w ill not be considered by HUD. No objection received
after July 22,1988 w ill be considered by HUD.
