He is a columnist for the Chicago Sun-Times and is a twice-weekly political commen­ tator on the afternoon news for WLS-TV, an ABC-owned televi­ sion station in Chicago. PORTLAND OBSERVER "The Eyes and Ears of the Com m unity" 2 8 8 -0 0 3 3 Vernon Jarrett Koch Proposes ‘Enterprise Zone’ City Commissioner Bob Koch, supported by Commissioner Mike Lindberg, successfully amended the newly updated, city Economic Development Policy earlier this month. The amendment requires that all city bureaus including the Portland Development Commis­ sion (PDC) prioritize the N/NE Enterprise Zone area for revitaliza­ tion and economic development projects. Koch, who lives in Sabin neighborhood in NE Portland, said during his election campaign he would work for the revitaliza­ tion of North/Northeast Portland. In an interview, Koch stated that his work in this area has been r ongoing. To qualify for zone designation cities must meet certain criteria. Some criteria for zone resident in­ clude: (1) per capita income must be 80 percent of the per capita in­ come of the state, (2) persons hav­ ing incomes below the poverty level is at least twice as great as those persons having incomes below the poverty level for the state, or (3) the unemployment rate is at least twice as great as the unemployment rate of the state. (Senate Bill 545) The Port­ land Enterprize Zone is charact­ erized by having: (1) the highest concentrated crime rate in the ci­ ty, (2) the highest unemployment rate in the city, and (3) almost half (43.7%) of all vacant and boarded- up housing in the entire city is in this area that contains only a fifth (19.3%) of the city’s housing. The focus of Commissioner Koch's plan is the revitalization of the Enterprise Zone, and the plan's concept is to allow an elected of­ ficial to assume a lead role and lead responsibility to ensure the coordination and allocation of public and private resources. Commissioner Koch’s plan dif­ fers from other plan’s by calling for a lead commissioner and by the major role the community will play. The community’s role, said Koch, is to provide the "vision" for the plan. “ The vision from the community is critical to the suc­ cess of the plan,” said Koch. Koch’s proposed Enterprise Zone development plan allows all in­ terested residents, community and neighborhood associations, business, religious and civic orga­ nizations the chance to work to­ gether to define the type of en­ vironment they want to have for their community. The plan has been given to political, business, religious and community leaders. “ We in city hall can help to devel­ op a vision for the community but the community must define that vision” said Koch. He said that he w ill m eet w ith c o m m u n ity organizations to explain and dis­ cuss the proposal.
