Oregon IncomeTax Books Mailed

booklets will not have the personal
ized labels, so taxpayers will need to
carefully complete the name and ad­
dress section on those tax returns.
SALEM — On January 4, 1988, the
Oregon Department of Revenue will
begin mailing 1.1 million 1987 in­
come tax booklets to full year resi­
dents who filed 1986 Oregon tax
return. Taxpayers should receive
their booklets within two weeks.
The 1987 booklets have some
thing new Taxpayers who filed a
1986 Oregon tax return will receive a
booklet with a personalized mailing
label. The label can be peeled off
the booklet and attached to the tax
return that they send to the Depart
ment of Revenue. Using the labels
will help the department process tax
returns more efficiently.
If taxpayers don’t receive an in­
come tax booklet in the mail, they
can pick one up at most local banks,
post offices or department district
offices, or they can write to: Forms,
Department of Revenue, 955 Center

Besides the personal income tax
returns - Form 40, the long form
for those who itemize and Form
40S, the short form — the booklets
also have Form 70R and instructions
for person filing for Homeowner and
Renter Refund Program (HARRP).
There is also a label to use on Form
70R.
Oregon income tax returns must
be filed with the department by
April 15, 1988
Nearly 47 percent of Oregon's
drivers broke the national 55 mile-
per hour speed limit in 1987, accor­
ding to the state's annual speed
monitoring report submitted to the
Federal Highway Administration.

Wheels is expanding weekend and
holiday meal deliveries. Drivers are
urgently needed for the near North­
east area. We do not have enough
drivers to get food to the elderly
who need it. Many of these people
will go without basic nutrition if
meals aren't provided. A 1-14 to 2
hour commitment is all that is need
ed. Volunteers can also arrange to
share routes on a regular basis.

gon in 1988 if urban freeway speed­
ing drives the statewide average
over 50 percent, he said.
“ If that sample continues to
grow, with the large numbers of ve­
hicles involved, that could result in
federal penalties," George said.
What concerns state officials
about the division's 1988 speed
monitoring program is since 65 mph
is now the rule on rural freeways,
more speed monitoring stations are
located on urban freeways. The net
effect on the statewide average will
be like having more cars driving
more miles on less roads, but at
much higher speeds, George said.
"Particularly worrisome is the fact
that the areas where you leave the
65 and go into the 55 zones could
show a carryover effect resulting in
an increase above speeds when
everything was 55 mph," he said.
According to George, that can
boost the number of drivers who
break the national speed law to
more than 50 percent.

taker Middle School in the audi
torium.
This program will include presen
tations by Portland-area students
and a number of prominent citi­
zens, all reflecting "The Dream' .
As a performing arts feature, a mass
choir, sculpted from local talent,
will perform gospel music classics
Taxpayers should read their in­
structions carefully. The tax returns
look very similar to the 1986 forms,
but there have been many tax law
changes.

Harold Lee Miller, Jr., veteran
community activist, joins the staff
of the Sabin Community Associa­
tion as Livability Coordinator. Over
the past twenty years, Mr. Miller
has worked in community programs
such as Model Cities, Dept. of Vo­
cational Rehabilitation, Dept. of
Corrections-State of Oregon, Multi-
Service Center, Burnside Projects
and also serves as a member of
the advisory board for the Grace
Collins Foundation.
Along with his responsibility as
Livability Coordinator for Sabin, Mr.
Miller works full time for the Janis
Youth Program, where he works as
residential coordinator for their
Mental Health Program.
Sabin Community Association
ALASKA RED
Livability projects are being imple­
mented through a grant from the
Oregon Community Foundation.
The following projects are in the
1987 88 grant: A community con­
gress, plan and hold a flower and
plant sale and exchange, a neigh­
borhood clean-up, a Realtor open
house. These are just a few pro­
jects that are planned for 1987 88
Oregon Community Foundation
grant.
Mr. Miller sends an open invita­
tion to Sabin residents to take part
in projects to improve the quality of
life in the Sabin area. Residents
and volunteers are encouraged to
