Citizens Commission Decries
Psychiatric Abuse of Elderly
The first week in October has been proclaimed as Minority Business
Enterprise (MBE) Week by President Reagan. Annually, public and private
agencies, organizations, and various businesses, nation-wide, participate
and support activities which commemorate the contributions that small
businesses have made to the U.S. economy.
In honor of MBE Week, Waves Hair Design is sponsoring a hair show
to be held on October 18, 1987, at the Marriott Hotel. Waves Hair Design
is a full-service salon which is owned and operated by three sisters,
Veronica, Clarice and Teresa Banks. All partners are native Oregonians.
This minority owned business began in 1979 in a small building located on
15th and Broadway. In 1980, it moved to a larger facility located on 33rd
and Broadway. Recently the salon relocated to the Hollywood District
where it now consists of 8 stylists, 2 nail specialists, tanning, a licensed
massage therapist, and a make-up artist.

Waves Hair Design is well known for having an international start
which is capable of providing hair care to all nationalities. The staff travels

Design is very involved in community activities. The salon sponsored a bene
for KBOO Community Service Radio Station with over 1600 in attendance,
presented an exhibition at the Oregon State Penitentiary; and has put on
numerous successful events, such as Portland's first "Hair-a-thon where
The Oregon Chapter of Citizens Commission on Human Rights (CCHR)
is very actively informing the citizens of our state concerning psychiatric
abuses. The groups volunteer staff have canvassed the state passing out
information in their efforts to inform Oregonians of the dangerous activities
of the psychiatric profession. They recently set up the Psychiatric Abuse
Hotline (503-228-3279) in Portland where people can call an<j report cases of
psychiatric abuse such as electric shock, over-drugging, and sexual mole
station by psychiatrists. These all too common practices can leave the
victims feeling they have nowhere to turn and the CCHR Hotline provides
not only a place to turn, but can help a victim of psychiatric abuse docu
ment his case for legal action against the psychiatrist involved
The gorup is currently informing the public of the danger of Sen®^e
Bill 1209, the Medicare Ambulatory Health Services Access Act. This B il,
while appearing to help the elderly citizen by giving more psychiatric treat
ment, is in fact increasing funding for electric shock treatment , w ic
ruin the last years of a person's life with permanent brain damage and
memory loss. SB1209 allows psychiatrists to perform an unlimited amount
of electric shock on elderly women and men and be reimbursed for 80% of
the treatment as often as the psychiatrist wants to.
CCHR believes we must safeguard the last years of our parents and
grandparents lives and protect them from this psychiatric barbarism. The
group urges all citizens to write Senators Mark Hatfield and Bob Packwood,
U.S. Senate, Washington, D.C. 20510, urging them to vote against
the stylists worked 24 hours non-stop.

St. Vincent de Paul is once again preparing for its annual Christmas
Food Drive, the largest door to door food drive in the U.S. Last year, more
than 5,000 volunteers distributed 332,000 pounds of food to feed 8,4

The Association of African Students at Portland State University is
organizing an Economic Development Symposium on Friday, October 23
and Monday, October 26.

A noon speech/lecture on Monday, 10/26/87 will be the symposium
highlight. Dr. Kwesi Botchwey, who is a Minister of Finance and Economic
Planning from Africa/Ghana and also a consultant to the World Bank
Washington, D.C., will speak on "The Pole of the World Bank and Private
U S Investment in Genuine Economic Development for Africa.
Dr Kwesi Botchwey is the architect of an economic recovery program
that has recorded over 5% annual growth for four years ™ " |ng. He hoWs
a Master's degree in Law from Yale University and a Ph.D. from Michigan.
Quoted widely and mentioned in such publications like the Wall street Jour
nal Economist. AfricAsian, West Africa, and the Oregonian Dr. Botchwey
can be counted on to give us a very insightful lecture on the situation in
needy families.
Contribution of non-perishable food will be collected by volunteers in
Portland neighborhoods Saturdays, December 5 and 12.
Food will be delivered to needy families Saturday, December 19.
