In accordance with the implementation of (Sub-part
D of) Section 106(c) of the Surface Transportation
and Uniform Relocation Assistance Act (STURAA)
of 1987, each recipient State is required to submit its
overall goals to the Federal Highway Administration
(FHWA) and the Urban Mass Transportation Admini­
stration (UMTA) before the beginning of the new
federal fiscal year October 1.
Additionaly, the FHWA and UMTA require each
state receiving federal highway funds to publish a
notice announcing these goals, to be available for
inspection 8:00 a.m. to 5:00 p.m. at the Washington
State Department of Transportation (WSDOT) for
not less than 30 days. W SDOT will accept com­
ments on goals until October 30, 1987. Written com­
ments should be submitted to:

This announcement will serve as notice of W S DOT'S
1988 annual goals for FHWA projects at 16% for dis­
advantaged businesses, which now include women's
business enterprises as DBE's. UM TA goals as of
this date are 10% disadvantaged businesses and 3%
women-owned businesses.
The method used to establish the goals included past
historical experience and the requirements of
STURAA (Section 106(c)) regarding disadvantaged
businesses
