INVITATION TO BID
Beavercreek Fire District No 55 will receive sealed
proposals from General Contractors for a fire station
addition and remodel u n :1 7 00 p.m. Wednesday,
August 5, 1987, and thereafter proposals will be pub­
licly opened and read. No bids will be received or
considered after that time.
The proposed work consists of all labor, materials
and equipment for the cor mction of a second floor
addition and first floor remooel of the existing fire
station, totaling approximately 1,990 square feet of
floor area, and built of wood trame construction.
The bids are to be addressed to:

Bidders are invited to attend the bid opening at
OTAK, at the above stated time and address.

A pre-bid conference will be held at 2:00 p.m. on
July 15, 1987 at OTAK Architects, P.C.
No bid will be considered unless fully completed in
the manner provided in the Instructions to Bidders
upon the bid form provided by the architect and
accompanied by a ten percent bid security executed
in favor of Beavercreek Fire District No. 55. Atten­
tion is called to ORS Chapter 279 and State and Fed­
eral provisions for equal employment opportunity,
affirmative action, the Rehabilitation Act of 1973,
and Minimum Salaries and Wage Rates.
This bid requires certain qualifications of bidders as
described in the "Instructions to Bidders". Materials
supplied under this contract must be as specified
or approved. Approval procedures are described
under "Product Substitutions" in the Project
Manual.
PCC Board Hears
Development Center Plans
The Portland Community College board of direc­
tors has approved the establishment of a college
Department of Business and Government Relations
to administer major college programs involved with
economic development in the five-county PCC dis
trict.
The PCC board also approved the appointment of
William J. MacDonald, associate dean at Cascade
Campus, as executive director of the new depart­
ment. MacDonald has been employed by the college
in various capacities for the past 20 years.
MacDonald said establishment of the new center
marks PCC’s first district-wide venture into economic
development.
Core programs to be administered by his office
include Small Business Development Center, Pro­
fessional Skills, workshops and seminars. Institute
for Employee Development Management/Super­
visory Development program. Dislocated Workers'

Project and Private Industry Council federally con­
tracted services. The center, housed in the PCC
Ross Island Center, also will be headquarters for
future economic development projects.
MacDonald, 50, began his PCC career in 1966 as a
physical education instructor and coach. In follow­
ing years he served as department chair for physical
education, recreation and athletics and in 1981 was
named associate dean of Cascade Campus, in charge
of instructional programs there.
MacDonald, a native of Nova Scotia, earned a
B.A. degree in commerce from Mt. Allison Univer­
sity, New Brunswick, Canada, and M.S. in education
from the University of Oregon. Presently, he is work­
ing on a doctorate from UO.
In addition to his administrative duties as associate
dean of Cascade Campus, MacDonald acted an in­
terim director of the PCC Small Business Develop­
ment Center for 1-1 /2 years.
