to call for th e cre a tio n o f citize n review boards These boards, w h ile solely
ad visory in nature, nonetheless raised fu n d a m e n ta l issues ab ou t the nature
o f po lice a u th o rity and their behavior in p u b lic espe< tally w h e n they inter
acted w ith m in o ritie s
C itizens' cries fo r review boards have m et sharp re stance fro m police
organizations, p a rticu la rly fro m po lice un io ns A classic exam ple o f po lice
disfavor to w a rd citize n s' p a rticip a tio n in th e internal a ffa irs o f p o lice can tie
seen in the P ortla nd Police Bureau resistance and c o n flic ts w ith the Police
Internal In ve stig a tio n A u d itin g C o m m itte e IP IIA C ) PIIAC w a s established
by the vote rs o f P ortla nd in N ovem ber. 1982 after m u c h de bate and con
troversy, the a fte rm a th o f tw o serious in cid e n ts w h ic h . aused d istru st and
d issa tisfa ctio n w ith the P ortla nd Police Bureau
The d u tie s o f PIIAC are to
• M o n ito r th e Internal In v e s tig a tio n D ivision HID) process o f resolving
alleg atio ns o f po lice o ffic e rs ' m is c o n d u c t to ensure tha t such in ve stig a tio n s
are e ffe c tiv e ly co m p le te d in an e ffic ie n t, fair, th o ro u g h and tim ely m anner
sh o w in g egual co n ce rn fo r the rig h ts o f b o th citize ns and po lice o ffic e rs
• A ssist th e Bureau in regaining and m a in ta in in g < (im m u n ity c re d ib ility
in its IID process by re p o rtin g its fin d in g s, co n clu sio n s and reco m m en da
tion s ab o u t such processes in w ritin g to the com m ission er in charge and or
the C o un cil; m a kin g such rep orts available to the p u b lic, as w ell, for review
• Provide an appeal process for eith er o ffic e r's o f citize n s co m p la in ts
w h o are dissatisfied w ith IID in ve stig a tio n s or related decisions

o w n d e cisio ns regard ing the o ffic e r s behavior
S an dy H erm an, P IIA C ’s first and on ly fu ll tim e s ta ff person, can a ttest to
the m is c o n c e p tio n s the citize ns seem to have regard ing the P IIAC S h o rtly
after H erm an set up the PIIAC o ffic e , she realized the need to ed u ca te the
p u blic re g ard ing P IIA C ’s a u th o rity
"C a lls to the PIIAC o ffic e req ue sting assistance are usually fro m citizens
w h o th in k th a t a fu ll b lo w n 'citize n review b o ard ' exists They th in k tha t we
can take a c o m p la in t, c o n d u c t an in ve stig a tio n , and give th e m som e re
suits. PIIA C can n o t do t h a t, " H erm an said
S ince H e rm an's o ffic e receives so m an y requests fo r assistance, she has
set up a reco rd keeping system tha t id e n tifie s the reasons citize ns m ake
c o n ta c t w ith th e PIIAC o ffic e , also n o tin g referrals

S teve nson died A p ril 20, 1985, after p o lice o ffic e rs

ruled th a t S te v e n s o n ’s de ath w as the result o , negligence, a gra n d |ury de

so n 's de ath, her o ffic e received 37 requests fro m citize ns callin g tor an in
ve stig a tio n o f his death

Yet in th is case, a review o f
the Intern al In ve stig a tio n records notes th a t there w e re no c itize n 's com
p la in ts file d and no internal in v e stig a tio n , recalls Herm an

th is day, no one has addressed the alleg atio n o f racism and the role it was
alleged to have played in w h a t occu rre d on that day and the other allega
tio n s o f m is c o n d u c t th a t w ere considered non crim in a l in na ture

and refused to do so

referred back to th e Bureau for fu rth e r in ve stig a tio n w ith tw e n ty fo u r per
cen t resu ltin g in a d e te rm in a tio n that the in ve stig a tio n w as in ad equ ate and
were referred to th e Chief for review , and the rem a ining appeals w ere w ith
d ra w n or failed to be filed w ith in PIIAC s tim e lim it
