The pnmary ivbjeclives nt the HCD program is the deselopment
of siahle urban communities, by providing decent housing and a
suitable lismg ensironment and expanding economic oppor
tunnies, principally for persons of loss and moderate incomes
Consistent with this primary objective. the assistance provided

As described in the 85-86 staicment. the city "s primary objective
in the HCD program is to continue the development of viable
neighborhoods by providing decent housing, a suitable living
environment, and expanded economic opportunities principally
for persons of low to moderate incomes
In order to achieve both national and city objectives. Ihe HCD
program was made available only to residents or projects located
in designated areas, with the exception of a few programs of

HCD funds based on an analysis of various conditions, the most
important being income level All eligible neighborhoods must
contain a mauuity ol persons whose incomes are 81 »G or less ot
