has failed to reach Black Am erica
w here the income level now is

the 1980 recession leaving i, in
the grips of the most severely
depressed economic condition of
the post-w ar period. John E.
Jiicob. President of the N ational
U rban League (NUL), declared
Thursday. Ian. 23. as he released
the NUL’s annual report on the
status of Blacks. The Stute of
Block A m e ric a — 1986.
Speaking of the mood w ith in
Black Am erica. M r. Jacob said.
"T h e re is a growing movement
w ith in this community tha, empha
sizes doing more fo r ourselves.
And i, is no, a movement of des
pair. bu, ra th e r one of high hopes
born ou, of the conviction tha,
w hile we cannot change some
circum stances, there are many
things tha, we can do to se, our
house in o rd e r."
M r. |acob pointed to growing
community activities in the areas
of teenage pregnancy, education,
crim e and the plight of female
headed households, bu, he also
w arned the, there are cle a rly de
finable areas in w hich govern
ment assistance is "indispensible
such as hunger, poverty and un
em ploym ent."
" A m ajor challenge in the
coming year w ill be to roorder
national p rio ritie s, fo r we ca n',
allow people to suffer m ore—
they've already been d riven to the
w a ll by e a rlie r cuts in su rviva l
programs tha, helped increase
poverty and hunger in this rich
la n d ." he added.
To deal w ith unemployment —
and specificially Black male un
employment w hich M r. Jacob said
has had a "d e va sta tin g " effect on
Black Am erica —he proposed 1)
the establishm ent of a N ational
Youth Employment Program the,
includes education, tra in in g and
w ork components: 2) a U niversal
Employment and T ra inin g System
th a , w ould guarantee the unem
ployed p roductive w ork and the
skills tra in in g necessary to obtain
and hold a job: and 3) the estab
lishment of a fu ll employment
policy tha, would have a m ulti
tude of elements including macro-
economic policies and tax reform s
tha, stim ulate expanded econo
mic a c tiv ity and encourage maxi
mum use o f the less skilled and
educatod w orkers.
Describing the Reagan adm inis
tra tio n 's c iv il rights record as
"voodoo c iv il rights, he said tha,
w hile professing to be supportive
of c iv il rights, the adm in istratio n
has shown by its deeds tha, i, is
a ctually against c iv il rights and
deserves the observation of the
Leadership Conference on C ivil
Rights tha, i, has "th e w orst c ivil
rights record of any a dm in istra
tion in more than h a lf a c e n tu ry ."
