Brown! Portland crime up; most burglaries in country by Robert I olhum The number o f reported burglaries in Portland jumped 23 percent during the first six months of 1985, and Port land now has the highest burglary rate in the nation, according to a Police Bu reau report. Other serious crimes were also up dramatically, the report said Murder was up 44 percent, rape 24 percent, robbery 15 percent, assault 19 per cent. arson 19 percent. Total reported crime in the city increased by 21 per cent. A police spokesman said at least part o f the burglary increase could be a statistical problem — the Portland bureau keeps records on cases that aren't considered burglaries in other cities, he said Another bureau repre sentative said the increase may be .elated to the elimination o f 72 police positions since January due to budget cuts. W hat is being done about Port land's crime wave? According to cap- lain Robert Brixiks o f the new Juvenile Services U n it, adult crime fighting is on hold while more police manpower Is being concentrated on juveniles Brooks spoke at a neighborhood meeting at the Peninsula Park t om mumty Center Representatives of the juvenile un it, which formed in A p ril at the behest o f M a yo r C lark and C h ie f H a rrin g to n , are meeting in neighborhoods throughout the city to explain their new crime-fighting stra A n indication o f current emphasis on juvenile crim e, said Brooks, was the elimination o f 72 positions while 34 officers were reassigned to the juvenile unit. "T h e jails e fu ll (o f adults) by 5 p.m. right n o w ," and only four day sh ift o ffic e rs have been assigned to handle the city's adult drug trade, he said. "W e have to decide day-to-day what we can do and what we have to let fall out the bottom .” The juvenile unit's strategy, he said, is to try and steer young lawbreakers away fro m m inor crimes before they become involved in serious adult A i i N’fHM' ‘.A *« A- A i j ' AA’ Hf 4-» s • Al m m ’ AAÎC Hf OS RS'NTERNATiQNAl 'Nt C ’905 YOUR WATER: IS THERE MORE THERE THAN MEETS THE EYE? crime. "Y o u might as well get in early and hope for the best," he said. Truancy enforcement is a big part o f the new strategy — keeping kids in school can actually reduce burglary, according to Brooks. A new alcohol and drug detox center fo r juveniles will aLso help, lie said, but curfew vio lators and runaways still pose p ro b lems Under existing law, he said, un less they are charged w ith a specific crime, juveniles must be released with in three hours I hat means that ch il dren taken in fo r curfew vio la tio n s are released in the middle o f the night and must then walk home. Brooks said. "H ow do we get the law changed'’ , " asked one officer “ Do we let an 11- year old boy out on the street at 4 a.m. and wait fo r something to hap pen?" Brooks said it would help if curfew vio la to rs could be kept o ve rn ig h t, and i f teenage prostitutes and ru n aways could be held for several days. Juvenile crime in Northeast P o rt land is not as bad as problems along 82nd A ve., d o w n to w n , W ashington Park and W illamette Park, but some young people from Northeast are get ting in to trouble in those areas, said Brooks. Several o ffic e rs spoke o f the an guish that results fro m p ickin g up teenage prostitutes. O ffice r Patricia R enfro recounted her feelings after finding a 12-year-old girl who had just finished a $100 trick in a motel She and her partner to o k the g irl to the county's juvenile home. “ We spent maybe two-and-one-half or three hours with this g irl," she said. " W c just talked to her and tried to show her we cared. When we left, wc were crying and she was crying It was terrible. I s till d o n 't know how it's going to turn o u t." She had more succedss with a nine- year-old boy who had broken into his friend's house to steal a foot ball. After several hours o f counseling, he seemed to understand his mistake, she said. " I check the com puter and go by his house every now and then to see how he's doing, and he's doing fine.” FACT: FACT: M w” r H • Frt.inic .( 4 Pul si ehee»' ’ r s t e d * ■' c o n u m , n a t io n B u i '> f ' . ■ •»• ».« P ' ’ »• ’ A , f PA r a n d o m ly r f i f i * F d 466 w e \ n 14H’ '* tou rxd th a t 9 9 t O h ta .n e d !(>■ > h e m .t a is W>th i h ■ • • •• »>«, ,r J4 ■ «’ • , W 4 'e ' | • rm T rih a " ’ 'F t h g n e i T .« M l T h e M ’ A -»‘ i d i i v a t T m V - r e ' • 1e»ed l a " JF' ..saffFi»» w < * * e i$ li'..fld m rt $1 m u ’ I ’I 4 WA’ e- SyM«*” ’ ’, H ' T m M s r e $<,$, e.
