Room 412, City Hall, Portland, OR 97204 for the (Commodities) (Equip
ment) (Protects) detailed below until 2 00 p.m. on the dates indicated

Unless otherwise stated in the individual proposals listed herein, no
proposal or bid will be considered unless accompanied by a bid surety for an
amount not less than ten percent (10% ) of the aggregate amount of the
proposal
The City encourages bidding by MBE's and FBE's and will assist such firms
to understand and participate in formal bidding processes
The Portland Privata Industry Council. Inc (PIC) is soliciting proposals for
delivery of specific employment and training services in the City of Portland
Service Delivery Area, as established under the Federal Job Training Part
nership Act (JTPA) Services are to be provided to assist economically
disadvantaged persons and dislocated workers
The Request For Proposals (RFP) is available between 8:00 a m. and 5:00
p m at Room 400 of the Portland Buildng, 1120 S.W Fifth Avenue, Port
land, Oregon 97204, on or after June 7, 1964 Proposals will be accepted by
the PIC until 5:00 p m., July 2. 1964
The PIC reserves the right to accept or reiect any or all proposals and to
waive any specifications or requirements when in the best interests of the
PIC or its clients.

HOUSING AUTHORITY OF PORTLAND
Devers said, "T he vote was taken
by the deacons but the membership
did not vole. And I believe the vote
would have been different.”
Devers declined to state the
reasons for his dismissal and since
the deacons refused an interview, we
can only address the statements
from members of New Hope
We assured those members that
their name w ould not be printed
They told us his termination hinged
upon charges o f sexual misconduct,
embezzlement and m isappro­
priation of funds. To these charges,
Devers issued a blanket denial
" I have no m oral m isconduct.
And it is not true they charged me
with embezzlement I had no access
to church monies other than what
they had written to m e."
However, some members repor­
ted that Devers, in his nine years at
New Hope, had a history o f d if ­
ficulties in paying his bills. " I think
he filed bankruptcy prior to coming
to our church At times he could not
pay his phone b ill, car note and
would borrow the credit cards o f
some church members."
The charge of sexual misconduct
is d iffic u lt to prove or disprove
unless both parties confess. One
female member stated that Devers
subjected some women in the
church to sexual harrassment " I think
he thought all women wanlcd him.
And he would approach women
who were having hard limes. They
were too embarrassed to come fo r­
ward and confess because Devers
said that he loved them ."
Rumors about Devers had been
around fo r some time, but he said
they centered on his style. “ I believe
in being personal with my members.
I hold their hands, kiss their face
and laugh with them. If I set myself
too far away, I can’ t hear their
moans. I would only be able to hear
them if they shouted out. And some
of them don’t shout.”
Devers said his differences in style
caused a conflict with the deacons

Devers said he never stopped
visiting, "B u t I don’ t go for just a
headache If I talk to a person who
has no real need fo r v is ita tio n , I
pray for them where I ’ m at. It is not
neglect if I don't visit them. Also,
there has to be an understanding of
what I ’ m doing at the tune of their
call.”
On Sunday, June 3rd, services
were dismissed early. C ontrary to
rumors that Devers was taken away
by the police, nothing really hap­
pened.
Devers said, " A s soon as the
deacons discovered I was on the
premises, they started running in
and out ol the church office I told
them I intended to preach until the
membership said d iffe re n tly . The
brothers said they could physically
keep me from preaching and I
agreed."
Detective Dave Simpson from the
Portland Police Inform ation Office
said two officers were called out to
the church and the deacons inquired
about a restraining order and
crim in a l trespass. " B u t no arrest
was made."
Because o f various rum ors,
Devers said, "T h in g s are so tense
that people who arc well-intended
w ill say and do things that may
cause you to go o ff. But it is impor­
tant that the body o f New Hope
lives. I never claimed to be perfect
and I did not try Io satisfy
everyone.”
Devers said he will remain in Port­
land and expects to establish a new
church sometime soon
One member sadly concluded, " I t
is too bad that New Hope had to go
through all this mess. The Black
church is a strong and vital part of
this community and I hope you w ill
let the public know what went on so
we can go on and do the l ord’s bid­
ding. Like our race has survived,
New Hope w ill survive this and
move forward. And that is the only
thing that matters — moving lo r
w ard."
