HUD opens bids on maintenance contract

In Portland, the U .S. Department
o f Housing and Urban Develop­
ment is creating a competitive en-
environment for small minority-
and women-owncd business enter­
prises in lawn maintenance care.
O n M ay 3rd. a pre-invitation to
bid meeting will occur in the dow n­
town offices o f H U D , 520 S.W . 6th,
to discuss details o f the 2-year lawn
maintenance contract.
" W e are looking for contractors
to mow and edge the lawn every two
weeks. They must trim the hedges
every three months, rake and sweep
the driveways and sidewalks." ex­
plained C hief of Property, Curtis
Williams.
Roughly, one hundred and twen­
ty-five
properties
have
been
acquired by H U D through the
Federal Hom e Loan Mortgage C o r­
Williams discourages individuals
who will read their bid, buy a rake
and bid a penny a property.

perience and w e’ll check your
credit."
He could not stress enough the
importance o f the pre-invitation to
bid meeting and will entertain
questions prior to the M ay 3rd

April is Fair Housing Month. The
following is an explanation of the
two major Federal laws dealing with
discrim ination in housing in the
United States.
Racial diacrlminatlon 1a illegal In
all U.S. houelng
The Civil Rights Act of 1866 pro­
vides that: "A ll citizens of the Unit­
ed Stales shall have the same right,
in every State and Territory, as is
enjoyed by white citizens therof to
inherit, purchase, lease, sell, hold,
and convey real and personal prop­
erty.”
In the case of Jones v. Mayer, de­
cided on June 17, 1968, the U .S.
Supreme Court held that the 1866
law prohibits " a ll racial discrimina­
tion, private as well as public, in the
sale or rental of property."

Community Development Act of
1974
In Title V I I I of the Civil Rights
Act of 1968 (the Fair Housing Law),
Congress declared a national policy
of providing fair housing through­
out the United States. This law
makes discrimination based on race,
color, religion, sex, or national ori­
gin illegal in connection with the
sale or rental of most housing and
any vacant land offered for residen­
tial construction or use.
Acts prohibited by the Fair
Housing Law
The Fair Housing l aw provides
protection against the following
acts, if they are based on race, col­
or, religion, sex, or national origin:
Refusing to sell or rent to, deal or
negotiate with any person; discrim­
inating in terms or conditions for
buying or renting housing; discrim­
inating by advertising that housing
is available only to persons of a cer­
tain race, color, religion, sex, or na­
tional origin; denying that housing
is available for inspection, sale or
rent when it really is available;
"blockbusting” — for p ro fit, per­
suading owners to sell or rent hous­
ing by telling them that m inority
groups are moving into the neigh­
borhood; denying or making differ­
ent terms or conditions for home
loans by commercial lenders, such
as banks, savings and loan associa­
tions and insurance companies;
denying to anyone the use of or par­
ticipation in any real estate services,
such as brokers' organizations, mul­
tiple listing services or other facili­
ties related to the selling or renting
of housing.

Prohibitions contained in the Fair
Housing 1 aw apply to the following
types of housing
Single-Family housing owned by
private individuals when: a broker
or other person in the business of
selling or renting dwellings is used
and/or; discriminatory advertising
is used;
Single-Family houses not owned
by private individuals;
Single-Family houses owned by a
private individual who owns more
than three such houses or who, in
any two-year period, sells more than
one in which the individual was not
the most recent resident;
M u ltifam ily dwellings of five or
more units;
M ultifam ily dwellings containing
four or fewer units, i f the owner
does not reside in one of the units.
