Reynold Smith Fajardo, was in
city for a few days last week.
As M anila's chief executive,
Fajardo directs the free legal aid
program o f the Philippine govern­
ment, and as a former trial attorney,
he is responsible for approximately
700 lawyers in over I JO Citizens’
Legal Assistance Offices (C L A O )
throughout the country. His office
handles legal services for indigent
litigants, and detained prisoners as
well as providing programs for
groups such as cultural minorities,
youth and the police. In addition,
the C L A O provides counselling,
mediation and documentation serv­
ices.
Ending a month-long tour o f
principal cities o f the United States,
Fajardo had been interested in learn­
ing about free legal aid programs
especially those operating with lim it­
ed financial resources. In addition,
his interests included the study o f
the litigation process in the field of
human rights.
The Fajardos were often guests o f
the legal lights o f the communities
they visited. They attended a Mason­
ic Conference in Tulsa, O klahom a,
and were welcomed as Fajardo is an
active Mason. In Portland, the
Fajardos were entertained at dinner
by Circuit Court Judge Mercedes
Deiz and her husband, C arl, from
the Bonneville Power Adm inistra­
tion.
Sightseeing around the city yield­
ed much o f interest for the visitors
but the new facilities o f Portland's
Shrine Hospital for Children cap­
tured his heart.
"This is my first time on the main­
land o f the United States,” Fajardo
said. "1 expected to be going home
fully impressed by tall buildings,
massive bridges and all the structure
o f big business, but I find now my
greatest impressions are o f the kind­
ness and courtesy o f the people I
met everywhere. Here the Shrine
Hospital and the services it provides
to all children surpasses anything o f
its kind I have seen. I could wish
that in the Philippines we could es­
tablish something like i t ."
