Campaigner speaks to Demos
Salvadoran refugees

o f the U.S. Im m igration and N a tu ­
ralization Service in Portland, was
not able to offer an estimate, but he
did say that I I Guatemalans are
•waiting deportation hearings in
Portland, and a Salvadoran arrested
recently has been released on bond.
Those who help are quiet and cau­
tious about it. The IN S considers
the Central Americans refugees
from poverty, not politics, and de­
ports them. According to Title 8,
Section 1324 o f the U.S. Code, har­
boring illegal aliens is a felony pun­
ishable by up to a $2,000 Tine and
five years in jail.
Rogers feels the government is re­
luctant to prosecute because it
would expose (he refugees' stories
of massacres and atrocities comm it­
ted with U .S. arms and the help o f
U.S. advisors.
" O u r government doesn't want
the American public to hear eyewit­
ness accounts o f how American
machine guns and helicopters are
being used against the civilian popu­
lations," she said.
But, according to Krueger, the
IN S would prosecute a valid case if
presented. ‘‘ W e will try to avoid any
co n frontation," he said, however.
" I have nobody out looking for El
Salvadorans or Guatemalans n o w ."
Rogers, a bilingual career coun­
selor, said she experienced terror
during the year she spent as a volun­
teer with a development cooperative
in Guatemala in 1978. A second trip
in 1980 lasted only 18 days, she said.
" I thought I was going to be killed,
so it seemed like 18 months. Every­
day, when I got up, I asked myself,
'do I stay here, or do I get out while
I can?’ "
" It 's not so much that I would be
singled out, as anybody there was in
danger," said Rogers, who is Catho­
lic. " I f you are Catholic or associat­
ed with a co-op in any way, that's
enough."
" I'v e lived in the adobe huts with
the Indian population," she said. " I
feel an obligation to help them sur­
vive. It comes from a personal com­
mitment to them, a commitment to
peace and justice. I'm outraged that
they have to be here in the first
place."

tured speaker at the July 21 public
meeting o f District 18 Democrats.
M r. Johnson will share his personal
experience as a staff member o f the
Harold Washington campaign in
Chicago.
A native Portlander, M r. John­
son worked last year for Rev Jesse
Jackson's Operation P U S H until
beginning work in October as a
fundraiser for the Washington
team. M r. Johnson stayed with the
campaign
until
Washington's
victory in A p ril.
As a "gold key” member o f the
Washington campaign staff, M r.
Johnson expects to work on future
campaigns in Chicago. In the mean­
while, M r. Johnson will give his
energy to organizing here in Port­
land H e is currently working for
Oregon Fair Share and is participat­
ing in the sum m er/fall organizing

Salvadorans march
on Washington
O n July 3, 60 Salvadoran refugees
and North American supporters
began a 230-mile walk from New
York to Washington, D .C ., sched­
uled to arrive on July 22. This is the
date by which the Reagan adminis­
tration is scheduled to "certify”
that human rights progress is being
made in El Salvador, thus allowing
for continued m ilitary aid to that
government.
The Salvadorans are walking to
help prevent an intervention o f U.S.
troops in Central America; to de­
nounce the escalation o f a Vietnam-
like war in the region; to denounce
the open war declared by Reagan
against Nicaragua; to protest certifi­
cation as a farce and expose its
hypocrisy to North Americans; and
to publicize and demand an end to
the U.S. policy o f deporting Salva­
doran and Guatemalan refugees
who have sought refuge in the U.S.
The walkers are stopping in many
towns along the way, with many
supporters walking with the group
for one day as (hey pass through
their towns.
