Ronnie Herndon, co-chairman of
the Black United Front, the B U F,
and other community activists who
made the change possible. When
Boise reopens all its students will be
able to walk to either the E C E C or
Tubman M iddle School.

students to make the best use o f
their high school years to prepare
for the future.
“ I can't paint a very rosey
picture." he said. "M illio n s o f
people in the country are unem
ployed — people who have high
school diplomas and college degrees

with them, trying to get a job.
" T h e world has changed drasti
cally. Oregon is one o f the biggest
lumber states but mills have closed
all over the state. W ith new technol
ogy they don’t need people to do the
w o rk.”
Using the analogy o f the black

who became obsolete when the car
came into existence, he urged them
to study math and science.

thank their parents for making their
educations possible and advised
them to learn regardless o f the ob
stacles.
"Y o u have to le a n what's in that
book. N o matter what the principal
says, no matter what the teacher
says, learn the subject matter. Once
up here, no one can lake it from
you.”

erally, if a bill is to be amended,
procedure is completed in sub-com
mittee hearings. After a bill has
passed a sub committee the bill then
goes to the full Joint Committee for
a vote. I f passed the bill is referred
to the Senate floor and House floor
for approval.
The Joint Ways and Means Com
mittee members are deliberating on
some 500 bills. This session many o f
these bills will have a direct effect on
North and Northeast Portlanders.

youths in community homes and
local facilities. Thirdly, the funding
o f a bill to establish a community
development finance corporation
that proposes to expand employ
ment opportunities and strengthen
the economy in low-income areas,

has been recently appointed to the
Joint Ways and Means Committee.
The Joint Ways and Means C om
mittee has always been considered
to be one o f the most powerful com
mittees in the legisMtive process.
This biennium the committee has
the task o f appropriating 3.1 billion
dollars to fund state agencies and

guidelines for the Workers Com pen
sation Department and the Workers
Compensation Board.
Senator McCoy stales, “ This is
the most exciting lime to become a
member o f the Joint Ways and
Means Committee, since less than
10% o f all budgetary decisions have
been finalized." He also believes
that his input will be particularly
helpful in the areas of human re
sources programs that are designed
to aid needy families in his district.

to participate in these deduction
plans explore whether some o f them
duplicate coverage that you, as a
dependent minor, have under your
family's insurance," M orrow says.

" I f some deductions don't seem
to fit your needs or situation, you
may be able to reduce or eliminate
them completely and have a larger
paycheck for your more immediate
needs," she adds.
House adopts rent control ban
