Sealed bids entitled Baker Municipal Airport, A IP Project No. J -41-0003-
III addressed to the City Manager. Baker, Oregon 97814. will be received at
the office of the City Manager. City Hall, until 2:00 p.m, on the 19th o f
April. 19k J at which time all received bids will be publicly opened and reed.
Bids received after the time fixed for bid opening will not be considered.
The protect is sponsored by the City of Baker, with funding asaistance
from the Federal Aviation Administration and the Oregon State Aeronautics
Division.
Sealed bids will be received by the Chief Engineer. Oregon Department of
Fish and Wildlife. 506 S W Mill Street. P O Box 3503. Portland. Oregon
97206 until 3:00 p.m. Pacific Standard Time. April 21, 1983 for the con
atruction of a FISH SORTING FACILITY AT THE BONNEVILLE HATCH
The hatchery is located about four miles west of Cascade Locks in Muftoo
mah County, Oregon.
The work anticipated consists of various airport improvements, including,
but not limited to the following.
Bids will be publicly opened and read aloud at the time and place described
above. Late bids will not be considered
1. Reconstruction of Runway 12-30. Includes removal of 47,500
square yards of existing A.C. paving Includes placing of 12.667
tons of recycled plant mix bituminous base, and 6,333 tons of
A C paving surface course.
2. Extend Runway 12 30. Includes excavation compacted fill, 2400
tons of recycled plant mix bituminous base and 1200 tons of
A C paving surface course.
3. Construct new parking apron. Approximately 66.000 square
feet.

Bidder qualifications will be considered in making any award Bidders who
are in doubt as to thair qualifications are encouraged to contact the Chief
Engineer informally to determine if a prequalification request is necessary.
Prequalification requests must be submined by no later than April 15, 1963
No bidder may withdraw his bid after the hour set for the opening unless
said award is delayed for a period exceeding 30 days The Department of
Fish and Wildlife reserves the right to reject any or all bids.

The contract time will be limited to one hundred twenty 1120) calendar days
with liquidated damages of 4300.00 per calendar day should the contractor

Design and installation of an integrated Halon 1301 fire suppres­
sion and automatic fire detection and alarm system.
Bidders must be qualified in accordance with the laws of Oregon and regu­
lations of the City of Baker.
Bids must be on the bid form provided to prospective bidders and, when
Bid Surety is required, must be accompanied by a certified or cashier's
check drawn on a United States bank, or a bid bond payable to the Port of
Portland in an amount equal to at least 10 percent of the total amount bid
Each Proposal must be submitted on the form prepared by the City and ac­
companied by a certified check or bid bond payable to the City Recorder,
Baker, Oregon in an amount not less than ten percent (10%) of the total
amount bid.
When prequalification is required, the prequalification statements should be
received at least 10 days prior to the time set for bid opening. Applications
for prequalification may be submitted less than 10 days before bid opening,
but consideration by the Port cannot be assured

Each bidder must supply all the information required by the bid documents
and specifications
The EEO requirements, labor provisions and wage rates are included in the
specifications and bid documents and are available for inspection at the
Baker City Hall, Baker. Oregon.
Each bidder must complete, sign and furnish with his bid a "Certification of
Nonsegregated Facilities" and a statement entitled "Bidders Statement on
Previous Contracts Subject to EEO Clause." as contained in the bid propo­
sal.
A contractor having 50 or moie employees and his subcontractors having
50 or more employees and who may be awarded a subcontract of 450,000
or more will be required to maintain an affirmative action program, the stan­
dards for which are contained in the specifications
Where the bid of the apparent low responsible bidder is in the amount of 41
million or more, the bidder and his known first-tier subcontracts which will
be awarded subcontracts of 41 million or more will be subject to full, on­
site. preaward equal opportunity compliance reviews before the award of
the contract for the purpose of determining whether the bidder and his sub­
contractors are able to comply with the provisions of the equal opportunity
clause

This contract will be funded in part by a grant from the Federal Aviation Ad­
ministration In accordance with federal requirements, the City of Baker has
determined that this contract has subcontracting possibilities and had.
therefore, established a goal on this contract of 10% for the use of firms
owned and controlled by minorities All prospective bidders are directed to
the Instructions for Bidders with regard to the procedures the City of Baker
will utilize to achieve these goals.
Women will be afforded equal opportunity in all areas of employment How

The successful bidder will be required to furnish a Performance Bond in the
amount of one hundred percent (100% ) of the total bid and a Payment

specified in the contract awarded. The sureties shall be acceptable to the
City and shall be executed by a company license to do business in the State
of Oregon.
The City reserves the right to award the Contract to the lowest responsible
bidder whose total bid is within the funds available to complete the protect.
The right is reserved to postpone the award of the Contract for a period not
to exceed thirty (30) days; or to reject any and all proposals received and
further advertise the project for bids
