Jobless rate unchanged
T he n a tio n a l jobless ra te re ­
mained unchanged in February. The
number o f persons holding jobs fell
by 180,000
The length o f the average w o rk ­
week decreased from 33.1 hours to
34 .4 hours. S h o rter w o rk-w ee ks
were recorded in m a n u fa c tu rin g ,
wholesale-retail trade, and services.
O f the 11.3 m illion unemployed in
Feb ru ary, h a lf were adult m en, 34
percent were adult women, 16 per­
cent were teenagers.
T h e jobless ra te fo r blacks
dropped from 20.8 percent to 19.7
percent. Black teen-age unem ploy­
ment remained at 43.4 percent. The
w hite u nem ploym ent rate was 9.2
and the Hispanic rate 13.8 percent.
G overnm ent statistics do not in ­
clude those who have given up look­
ing for work. A F L -C IO economists
calculate that if one-half o f the part-
time workers plus all o f the discour­
aged w orkers were added, the u n ­
employment rate would be 14.8 per­
cent— or 16.7 m illion people unem­
ployed.

he said), is running against Jim Ash-
bough, a geography professor at
PSU for 26 years, who is adamantly
opposed to the Jackson or any other
secession.
Dooling has been involved in the
Jackson C o a litio n fro m the start,
but said he doesn’ t want to use the
E S D Board position as a p latform
to advance the secession movement.

Board is concerned, he said.
D o o lin g said he has no predis­
posed position regarding another
threatened secession. " I t ’ s neces­
sary to review all the facts," he said.
The Board cannot legally jeopar­
dize the public interest by allowing
an area to secede that would threat­
en the remaining district tax base, he
said, which is something those who
fear the w ithdraw al o f the west side
don’t take into consideration.
His experience includes co-chair­
m anship o f the W ilso n A d viso ry
C o m m itte e , m em ber o f the P o rt­
land D esegregation C om m ission
Steering C om m ittee, and chairman
o f the desegregation committee for
Jackson. D o o lin g felt he had
"s o m e fa m ilia r ity and experience
with desegregation" and that Jack-
son had a "m o d el program " where
the 20 percent o f students bussed
fro m o ther parts o f the city were

continue when we have our own dis­
trict,” he said.
Ashbaugh said he jumped into the
race against Dooling at the last mo­
ment " to give the voters a choice."
H e has joined the Portland School
D is tric t in th e ir fig h t to have the
Jackson secession put to a district­
wide vote, and if elected to the ESD
Board, " I w ould not vote fo r any
more independent school districts,"
he said.
" I think that the next term (on the
Board| is going to be a very im port­
ant one if the Jackson secession goes
ahead and other schools try and fol­
lo w ," he said. T h e result could be
the d is m a n tlin g o f the P o rtla n d
School D istrict, he said, something
he wants very much to avoid.
Schools deserve more money, not
less, he said. " I ’ m not a budget cut­
ter, quite the co n trary." Ashbaugh
said he would like to take a "h a rd
lo o k " at the ESL p ro g ra m , h o w ­
ever. " I ’ ve never felt that teaching
English as a second language was
that im portant o f a p ro g ra m ," he
said, and suggested that m oney
saved on ESL "w ould be more than
enough to keep Jackson open on an
ongoing basis."

Goldstein, a retired Brooklyn enter­
tainer and "peren nial candidate,”
and W illiam G renfell, ex-State Leg­
islator and current member o f the
P o rtla n d C o m m u n ity C ollege
Board, who is also running for the
Portland School Board.
