year. "This policy is deliberate and
devastating to the black community
given the limited construction op
portunities available in this area,"
adds Crews. M e tro 's policy now
frees the Association o f General
Contractors (A G C ) and others of
similar persuasion from having to
legitimately follow some course of
law and denies our community the
opportunity to compete for at least
10 percent of the zoo addition con
tract.
Nationally, A G C has spearhead
ed attacks on M B E programs and
has been successful in denying bid
ding opportunities to black people.
Locally. A G C is on public record
opposing the awarding of a contract
to a black-owned firm by the Ore

tation, a black-owned firm which
AGC used as a subcontractor on the
same type of contract they were sue-

In addition, the drivers must pay

" It 's no picnic out there at a ll,”
said Ziegler, who said that having to
drive 18 hours a day in “ all kinds of
weather" is not uncommon. A west
coast driver, for instance, he said,
might pick up a load of produce in
Los Angeles early one morning and
be required to deliver it in Portland
on the next. A 20-hour drive under
the best of conditions, that doesn't
leave much time for rest, said Zieg
ler.
I f a driver doesn’ t work at this
rate, said Ziegler, "you're liable to
lose the haul.. someone else will do
it.”
" I f some of these guys that make
