call for brush piling , burning, and

brought in for the certification ses­
sion.
For those tow ard the end o f the
line fo r the o ne-on -on e interview ,
this second step in the process lasted
close to two hours. One worker han­
dled ap p ro xim ately 25 applicants,
going through their individual prob­
t
lems, while two other people behind
the counter appeared to do nothing
at all. One woman sat at a desk and
lingered over the m o rn in g p ap er,
drinking several cups o f a hot bever­
age. A n o th e r re ferred occasional
walk-ins to the right department or
form to fill out. She had plenty o f
time to disappear several times and
return with cups of coffee, and chat
with others behind the counter.
A t one point she began collating
form s. W hen she was asked w hat
they w ere, she rep lied that they
made up an Aid to Dependent C h il­
dren (W e lfa re ) application packet.
There were 16 distinct forms and in­
struction sheets, some with multiple
copies.
By 9:35 those in line were showing
signs o f unrest. ’ ’They sure run you
arou n d h e re ,” said one w om an.
•’ Yeah,” said another, “ it’ s not like
this at other offices. W hatever it is
here, they run you through all these
gam es.” “ W h a t are you going to
d o? " asked the first woman. "Y o u
could g o ,” she said. " Y e a h , ” re ­
p lied the second w o m a n , " t h a t 's
just what they want you to do. But
where else is there to go?"
There was an ongoing com m en­
tary on the P A system: "S ecu rity—
you are notified that a tow truck has
been called to the parking area. Se­
cu rity— proceed to the parking are
for cover.”
M e a n w h ile , a N a tiv e A m erican
woman and her daughter had made
it to the window . "S p o tte d Bear?"
asked the food stamp w orker? " Is
that your fu ll last name?” " Y e s ,”
said the woman. "A n d you recently
came here fro m M o n ta n a ? " asked
the w o rk e r. " Y e s , ” re p lied the
woman. " W e ll, w e'll have to make
a collect call to M o n ta n a , you
kn o w , to v e rify this. Y o u 'v e been
here tw o m o n th s ? ” she asked.
" Y e s ," said the wom an, who tried
to explain her situ atio n . T he case
w o rk e r d isap p eared , then came
back to check her computer. " I just
w anted to m ake s u re ,” she said.
“ Now , you moved here two months
ago fro m M o n ta n a ? " " Y e s , ” re ­
plied the woman.
C h ic k e n a w h ile b ack . H e had
moved in with his parents, who were
both retired and receiving social se­
curity. Also living in the house were
his sister and a friend, along with a
" fr ie n d o f the f a m ily ." The case­
worker went over and over this, try­
ing to figure out who was getting in­
com e, w ho was c o n trib u tin g to
household expenses, and who was
c o o kin g and eatin g to g e th e r. It
turns out th at the Social Security

household. A n d because he could
show no p ro o f o f income, and was
not applying as head o f the house­
