The City of Portland and the Portland Development Commission (PDC)
propose to utilize an "incubator" strategy to promote the growth of minor
ity and female owned businesses within Inner Northeast Portland. Re
quests for Proposals are being solicited to purchase, rehabilitate, and oper
ate an Incubator protect at the Weimer Building, located at 3934 N E Union
Avenue, Portland, Oregon
The development rehabilitation will consist of a multi tenant, commer
cial/industrial incubator facility which will offer new. recently established or
expanding enterprises a professional business environment including be
low market rate rents and office and support services. Implementation of
this protect is part of the Economic Development Program for the Northeast
Target Area and is governed by the obtectives adopted by City Council on
March ,8. 1982
