C O M M U N ITY DEVELOPMENT BLOCK GRANT PROGRAM
Multnomah County will be requesting proposals from consultants to pre
pare a targeted housing market study. The study will provide basic data for
a new housing development program for increasing home ownership op
portunities for low and moderate income persons. This overall housing pro
gram will be a joint venture between the County and the Housing Authority
of Portland.
There will be a meeting to present the deatils of this housing program and
the Request for Proposal for market data study from a consultant. The
meeting will be held Thursday, September 2, 1982, at 3:00 p .m ., in the
Housing Authority of Portland Board Room 1605 NE 45th Avenue, Port
land, Oregon.
Consultant proposals will be due by Friday, September 10, 1982, at the ad
dress below, with the project to be completed within 30 days following the
date of contract execution.
Female and minority owned firms are encouraged to apply.
All interested parties shall call in advance to indicate their interest to attend
this meeting, and for any questions or additional information.

of Elections not later than 8:00 pm on September 21, 1982.

Repeal of charter amendments and referral to Charter Review
Committee.
Question:
Shall Charter amendments adopted in 1982 Primary be re
pealed end those issues be studied by Charter Review Com
mittee?
Purpose:
This measure repeals amendments to Charter adopted in May
1982. Those amendments: made following offices elective
rather than apoointive; sheriff, county clerk, district court
clerk, and assessor; required salaries of county elective o ffi
cial* be set by popular vote at primary or general election; llm
ited tenures of elected officials to eight years, retroactive to
1976; prohibited paid county lobbyist; vested jail administra
tion in sheriff; provided candidacy for different office automa
tically resulted in resignation from current office.
