Notice Of Public Hearing
Notice is hereby given that e public heering will be held by the Tri-County
Metropolitan Tranaportation Oietrict of Oregon (Tri-Met) et the Water Ser-
vicee Building Auditorium, 1800 S .W . Sixth Avenue, Port'and, Oregon, at
10:00 a .m ., Monday, June 28, 1962 for the purpoee of conaidering projects
for which financial assistance is being sought from the Urban Mass Trans­
portation under Section 3 of the Urban Transportation A ct of 1964, as
emended.
The total project coat is »18,760,000 of which »16,000,000 is federal share
end »3,760,000 is local share. Projects included in the grant application in­
clude:
Lend acquisition and construction of three transit centers in 1 ) Ti­
gard, between Commercial Street and the Southern Pacific Rail­
road approximately 200 feet south of Main Street;
2) In Milwaukie, on McLoughlin Bivd., between S.E. Jackson
Street and S.E. Monroe Street; and 3) in Oregon City on Rail­
road Avenue between 7th Street and 8th Street;
purchase of 36 medium duty vehicles, life equipped for service
to elderly and handicapped;
land acquisition and construction of a park and ride lot in Bea­
verton just east of the Intersection of the reconstructed Tualatin
Valley (TV) Hwy. and S .W . 160th Avenue;
preliminary engineering for minor inner-city transit transfer im­
provements including sidewalk widenings, pedestrian crossings
and shelter amenities;
first phase of funding for bus replacement order design and con­
struction of an access road to the Westside Maintenance facility
at 186th and Merlo Road;
Transportation System Management Improvements in W ash­
ington County including shelter installation, bus stop and access
improvements at 24 locations along the TV highway and 37 loca­
tions along 186th Avenue;
land acquisition and prelim inary engineering for the Sunset
Transit Center, a major timed-transfer Center located north of
Hwy. 217 and Sunset Hwy. interchange;
design and construction of minor eastside transportation system
improvements including shelter installation, concrete pads, cor­
ner cutbacks; construction improvements at the Barbur Transit
Station.
These projects are included in the M ETRO Transportation Improvement
Program and will be in the annual element for FY'82. Persons, families or
businesses will be displaced by the proposed transit centers in Tigard, Ore­
gon City and M ilwaukie. Relocation inform ation will be provided at the
hearing.
At the hearing, Tri-Met will afford an opportunity for interested persons or
agencies to be heard with respect to the social, economic and environment­
al aspects of the project. Interested persons may submit oral or written evi­
dence and recommendations with respect to the project.
Copies of the grant application, the Transportation Improvement Program,
and environmental assessments are available for public inspection at the
T ri-M e t O ffic e , Planning and D evelop m en t Division, 4012 S .E . 17th
Avenue, Portland, Oregon.
Sealed proposals will be received In Room 412, City Hell, Portland, Oregon
97204 for items detailed herein until 2:00 P.M. on the dates indicated.

Whfcn Bid Surety is required, proposals shall be accompanied by a certified
check, cashier's check or a bid bond, payable to the City of Portland for an
amount not less than ten percent (10% ) of the aggregate amount of the bid
as guaranty that the bid shall be irrevocable for the period specified In the
proposal. Said bond to be forfeited as fixed and liquidated damages should
the bidder Seek to revoke his offer for any reason not authorized by law and
not consented to by City within the irrevocable period, or neglect or refuse
to enter into contract and provide a suitable bond for the faithful perform­
ance of the contract, in the event the said contract is awarded to him.

The O fferor's of Bidder's attention is called to the "Equal Opportunity
Clause," the "Standard Federal Equal Employment Opportunity Construc­
tion C ontract S pecifications," and "Section 3 " Requirements set forth
herein.
The Contractor's compliance with the Executive Order and the regulation of
CFE Part 60-4 shall be based on its implementation of the Equal Opportunity
Clause, specific affirmative action obligation required by the specifications
set forth in 41 CFR 50-4.3 (a), and its effort to meet the goals established for
the geographical area where the contract resulting from this solicitation is
to be performed. The hours of minority and female employment and train­
ing must be substantially uniform throughout the length of the contract and
in each trade and the Contractor shall make a good faith effort to employ
minorities and women evenly on each of its projects. The transfer of mi­
nority or female employees or trainees from Contractor to Contractor or
from project to project for the sole purpose of meeting the Contractor goals
shall be a violation of the contract, the Executive Order and the regulations
in 41 CFR Part 60-4. Compliance with the goals will be measured against the
total work hours performed.
The Contractor shall provide a written notification to the Director of the Of­
fice of Federal Contract Compliance Programs within 10 working days of
award of any construction subcontract in excess of »10,000 at any tier of
construction work under the contract resulting from this solicitation. The
notification shall list the name, address and telephone number of the sub­
contractor, employer identification number, estimated dollar amount of the
subcontract; estimated starting and completion dates of the subcontract,
and the geographical area in which the contract is to be performed.
As used in this notice, and in the contract resulting from this solicitation,
the covered area is the Coos Bay area.
Prospective Contractors for work in connection with Section 3 covered pro­
jects will be required to provide, prior to signing of the contract, a prelimin­
ary statement of work force needs (skilled, semi-skilled, unskilled labor and
trainees by category) where known, where not known, such information
shall be supplied prior to the signing of any contract between contractors
and their subcontractors.
This project is being financed by Community Development Block Grant
Funds from the D epartm ent o f Housing and Urban D evelopm ent. Coos
County is the recipient of the funds in behalf of the Charleston Sanitary Dis­
trict and Coos County is responsible for administration of the grant funds.
The Owner reserves the right to reject any or all bids and to waive all infor­
malities. No bidder may withdraw or modify his bid after the hour set for the
opening and thereafter until the lapse of sixty (60) days from the bid.

vices Building Audhorium, 1800 S .W . Sixth avenue. Portland, Oregon at
10:00 a.m ., Monday, June 28th, 1982 for the purpoee of considering a pro­
ject for which financial assistance is being sought from the Urban Mass
Transportation Administration through an amendment to an existing capital
grant under Section 3 of the Urban Mass Transportation Act of 1964, as
amended.
This project includes purchase of five medium duty mini-buses with lifts
and five radios specially designed for elderly and handicapped service. The
total project cost is »182,051 (»145,641-federal funds and » 36 ,41 8 lo ca l
funds). A description of the entire scope of Tri-Met's service to the elderly
and handicapped will be provided at the hearing.
This project is included in the M S D Transportation Improvement Program
and will be in the annual element for FY'82. No persons, families, or busi­
nesses will be displaced by this project. There will be no significant environ­
mental impact by this project upon the service area.
