Notice is hereby given that the Tri-County Metropolitan Transportation Dis­
trict of Oregon (Tri-Met) will receive proposals until 4:30 p.m. Pacific Day­
light Time of May 28, 1982, at 4012 S.E. 17th Avenue in the Planning and
Development Division, Third Floor, Portland, Oregon 97202, Attention:
John R. Post. Proposals will be evaluated subsequent to the above time
and date for:
Advertising Services by Minority Oriented Newspapers.
Successful proposers will be required to comply w ith all the applicable
Equal Opportunity laws and regulations.
Sealed proposals will be received in Room 412, City Hall, Portland, Oregon
97204 for items detailed herein until 2:00 P.M . on the dates indicated.
Plans and specifications may be obtained at the above address. For addi­
tional information telephone buyer at number listed.
When Bid Surety is required, proposals shall be accompanied by a certified
check, cashier's check or a bid bond, payable to the City of Portland for an
amount not less than ten percent (10% ) of the aggregate amount of the bid
as guaranty that the bid shall be irrevocable for the period specified in the
proposal. Said bond to be forfeited as fixed and liquidated damages should
the bidder seek to revoke his offer for any reason not authorized by law and
not consented to by City within the irrevocable period, or neglect or refuse
to enter into contract and provide a suitable bond for the faithful perform­
ance of the contract, in the event the said contract is awarded to him.
N O N -DISCRIM INATION: No proposal or bid will be considered unless the
bidder is certified as an EEO Affirmative Action Employer as prescribed by
Chapter 3.100 of the Code of the City of Portland. All bidders not currently
certified should file the required documentation with the Contract Compli­

FOR ARCHITECTURAL SERVICES
As an Urban County Com m unity D evelopm ent Block Grant recipient,
Clackamas County is soliciting proposals from architectural firms to serve
as consulting architect for the development and implementation of Com­
munity Development Block Grant projects, to be undertaken w ith 1982
grant funds (July 1982 June 1983).
The County encourages local, small and minority-owned firms to submit
proposals. All firms wishing to be considered should include in their pro­
posals a statement demonstrating their commitment to equal employment

ate a Summer Youth Employment Program under the Comprehensive Em­
ployment and Training Act of 1978.

offer training, education, and work experience to economically disadvan
taged low income youth experiencing severe barriers to employment.

Aid Corp, is involved with the
building of new structures in the
Northeast community. They take
vacant lots and build brand new
houses that conform to and are con­
sistent with other houses in the
neighborhood. Aid C orp, is also
involved with the rehabilitation of
old structures.
The object of this program is to
price the houses in a range cheap
enough to where low income people
could afford it and to help renters
that wanted to become homeowners
in the neighborhood.

at low interest rates to aid the work

PSU discuss minority recruiting
Issues surrounding the recruit­
ment and retention of minority stu­
dents in university programs, partic­
ularly in engineering and the sci­
ences, w ill be discussed during a
three-day period at Portland State
University, May 17, 18 and 19.
Gladys D. Webster Motley, vice
president for student affairs at
Cheyney State College (Pennsylvan­
ia), who developed a nationally rec­
ognized model for counseling m i­
nority students, will lead the PSU
discussions. Her visit to Portland is
being sponsored by the University’s
Affirmative Action Office in collab­
oration with PSU President Joseph
Blumel’s Affirmative Action Com­
mittee.
Motley wdl discuss three basic is­
sues at PSU: educational recruit­
ment of minority students; academ­
ic retention; and the economic out­
comes for graduates.
This will not be M o tle y ’ s first
time on the PSU campus. She was a
graduate student her in 1969 while
supervising a tutorial program at
P o rtlan d ’s Irvington Elementary
School. She earned her BA degree
from Philander Smith College (A r­
kansas), and her M .E d and Ph.D.
degrees from the University of Ore­
gon. She was active in counseling
and minority student programs in
Lane County during the early 1970s.
Attendance at the discussions will
be by invitation o f the Affirm ative
Action Office, with the exception of
an open session at 2 p.m., Wednes­
day, May 19. in 296 Smith Memori­
al Center, to which all interested
faculty, students, counselors and
the public are invited.
