INVITATION TO BID
Sealed proposals will be received in Room 412, City Hall, Portland, Oregon
97204 for items detailed herein until 2:00 P.M. on the dates indicated.
Plans and specifications may be obtained at the above address. For addi­
tional information telephone buyer at number listed.
When Bid Surety is required, proposals shall be accompanied by a certified
check, cashier's check or a bid bond, payable to the City of Portland for an
amount not less than ten percent (10%) of the aggregate amount of the bid
as guaranty that the bid shall be irrevocable for the period specified in the
proposal. Said bond to be forfeited as fixed and liquidated damages should
the bidder seek to revoke his offer for any reason not authorized by law and
not consented to by City within the irrevocable period, or neglect or refuse
to enter into contract and provide a suitable bond for the faithful perform­
ance of the contract, in the event the said contract is awarded to him.
NON-DISCRIMINATION: No proposal or bid will be considered unless the
bidder is certified as an EEO Affirmative Action Employer as prescribed by
Chapter 3.100 of the Code of the City of Portland. All bidders not currently
certified should file the required documentation with the Contract Compli­

HCD Public Hearings
The purpose of the first is to review and receive public testimony on the
proposed Three Year Community Development Plan - 1982-85, and Citizen
Participation Plan developed by the HCD Citizen Advisory Task Force. This
hearing will be held before the Planning Commission at 7:30 pm, Tuesday,
March 23, 621 SW Alder, Room 200.
The second public hearing w ill be before City Council on Wednesday,
March 14, 9:30 am, City Hall, 1220 SW Fifth. Its purpose is to receive public
testimony on the proposed HCD annual program and budget for the next
fiscal year, 1982-83.

Included in these changes is the establishement of a grid-type system with­
in north, northwest and eastside Portland on September 5, 1982. This net­
work will involve the restructuring or elimination of existing inefficient
routes as well as the addition of new crosstown routes. Improved service
frequency will be provided on key urban routes, seven days a week, to han­
dle passenger volumes and transfers inherent in a grid type system.

Notice is hereby given that two public hearings will be held by the Tri-Coun­
ty Metropolitan Transportation District of Oregon (Tri-Met) in the auditor­
ium of the Bonneville Power Administration, 1002 N.E. Holladay Street, at
12:00 noon and at 7:30 pm on Wednesday. April 21, 1982 to receive public
comment on proposed bus service changes which will affect passengers in
northwest, north, northeast, and southeast Portland, and along River Road
in north Clackamas County. This is a modification to the original service im­
provement program which was adopted by the Tri-Met Board of Directors
on September 28, 1981, and which has received previous public comment.
