The City of Portland's Private Industry Council seeks a qualified contract­
or to perform a technical feasibility analysis of a small business incubator in
inner Northeast Portland. Scope of work includes review and analysis of
similar projects locally and nationally, including financing, size, services
provided, tenant mix and m anagem ent; assessment of local m arket de­
mand and impact; survey of potential sites and development of an eco­
nomic pro forma on at least three sites; prepare profile of facility, including
size, firms, services, cost and financing alternatives.
The contractor should be a specialist in planning and feasibility analysis
related to developm ent of m ulti-tenant com m ercial/industrial facilities,
fam iliar w ith P ortland m arket area and public and p rivate financing
methods.
Deadline for receipt of proposals is February 2. 1982. Maximum budget is
$9.750.
