by the N a tio n a l U rban League in
The State o f Black A m erica 1981,
the o fficia l jobless rate for teenagers
in 1980 was 36 per cent. But the Na­
tional Urban League’ s Hidden U n ­
employment Index placed the actual
jobless rale for Black teenagers at 59
per cent during the same period.

branch, have turned their backs on
us. T h e re ’s a k in d o f a n ti-B la c k ,
a n ti-p o o r meanness— m ania g rip ­
ping the country. The government is
inducing pain, hunger, unem ploy­
ment and school closings.”
He said th a t we m ust f ig h t f o r
"o u r share" o f the w orld’ s econom­
ic wealth; Blacks collectively must
be a " D a v id " and take up “ econ­
om ic r o c k s " to fig h t against the
“ G o lia th o f the w hite m ilita r y -
in d u s tria l c o m p le x " to get a fa ir
share o f the econom ic pie. “ T o o
much focus is on G o lia th and not
enough on D avid and his rocks."

M r. Jacobs is vice president o f the

years. He promises to carry on the
work o f the Urban League and con­
tinue to be a voice for the voiceless.
