Bidding Documents prepared by Evenson, Lundgren, Larson & Monaghan,
AIA, Architects, 510 N W Third Ave., Portland, Oregon, (221-0890), may be
examined at the office of the City Administrator, City of Tualatin, Tualatin,
Oregon. A copy of said documents may be obtained by prime bidders at thé
office of the Architect, upon deposit of Fifty Dollars (450.00) for each set of
documents. The full amount of the deposit will be refunded if said docu­
ments are returned in good condition within ten (10, days after the award of
the contract. Complete sets have been filed at plan centers listed below. No
partial sets will be issued.
Each bid must be submitted on the prescribed form, a sample of which may
be found in the bidding documents, and accompanied by a certified check
or bid bond payable to the City of Tualatin, in an amount not less than ten
percent ( 10%) of the amount bid.
The successful bidder will be required to furnish a Performance and Pay­
ment Bond for faithful performance of the Contract in the full amount of the
contract price.
Attention is called to the fact that not less than the minimum salaries and
wages as set forth in the Contract Documents must be paid on this project,
and that the Contractor must ensure that employees and applicants for em­
ploym ent are not discrim in ated against because o f th e ir race, color,
religion, sex, national origin, or handicap.
Bidders are reminded of the fact that public funds will be used for this work,
and therefore no bod will be either received or considered by the District
unless the bid contains a statement by the bidder as a part of his bid that the
provisions of ORS 279 are to be complied with.
The contract will be awarded to the lowest qualified responsible bidder; the
City of Tualatin reserves the right to reject any or all proposals. The City of
Tualatin also reserves the right to postpone award of the Contract for a peri­
od not to exceed thirty (30) days from date of bid opening for the purpose
of reviewing the bids, and to accept that proposal which is to the best inter­
ests of the City.

Metropolitan Transportation District of Oregon (Tri-M at, at the W ater Ser­

projects for which financial assistance is being sought from the Urban Mass
Transportation Administration, under Section 3 of the Urban Mass Trans­
portation Act of 1964, as amended.
Projects include construction of the Westside Bus Garage (Merlo,; right-of-
way acquisition and /o r construction for transit centers in Milwaukie, Ore­
gon City, Tigard, Tualatin, Lake Oswego, Beaverton, and Burlingame- con­
struction of a microwave communicatin facility; 6 Northeast transit cen­
ters; And Westside Corridor transportation system management improve­
ments. The total project cost is 420.770.000, of which 416,616,000 if federal
funds and 43,154,000 is local share. These projects are included in the M S D
co ? * x,rtat,on lmPr°vem ent Program and will be in the annual element for
FR 82. Persons, families or businesses will be displaced by this project and
there will be some impact on the environment.
At the hearing, Tri-Met will afford an opportunity for interested persons or
agencies to be heard with respect to the social, economic and environment­
al aspects of the project. Interested persons may submit oral or written evi­
dence and recommendations with respect to the project.
A copy of the grant application and the Transportation Improvement Pro­
gram for the area is available for public inspection at the Tri-M et Office,

FOR BIDS
Bid security in the amount of five percent (5, is required in accordance with
the Instructions to Bidders.

GRANT REQUIREMENTS
No bid will be received or considered unless the bid contains a statement
that the provisions regarding prevailing rates of wage required by ORS
279.360 and the Davis-Bacon Act, as may be applicable, shall be complied
with. All bidders must be willing to comply with the applicable provisions of
the Equal Employment Opportunity Act of 1972 and the Civil Rights Act of
1964 as amended:
1. The Offeror's of Bidder's attention is called to the "Equal Opportunity
Claus«, and the "Standard Federal Equal Employment Specifications."
2. The goals and tim etables for m inority and fem ale participation, e x ­
pressed in percentage terms for the Contractor's aggregate work force in
each trade on all construction work in the covered area are as follows:
Effective 4 /7 /8 0 , goals for percentage of minority participation for
each trade is 2.4 and 6.9 percent for female.
These goals are applicable to all the Contractor's construction work
(whether or not it is federal or federally assisted) performed in the cov­
ered area. If the contractor performs construction work in a geographical
area located outside of the covered area, it shall apply the goals estab
lished for such geographical area where the work is actually performed.
W ith regard to this second area, the contractor also is subject to the
goels for both its federally involved and non federally involved construc­
tion.
Th» Contractor s compliance with the Executive Order and the regula­
tions In 41 CFR Part 80-4, shall be based on its implementations of Equal
Opportunity Clause, specific affirmative action obligations required by
the specifications set forth in 41 CFR 80-4.3 (a), and its efforts to meet
the goals. The hours of minority and female employment and training
muat be substantially uniform throughout the length of the contract, and
in each trade, and the contractor shall make a good faith effort to employ
minorities and women evenly on each of its projects. The transfer of mi­
nority or female employees or trainees from Contractor to Contractor or
from project to project for the sole purpose of meeting the Contractor's
goals shall be a violation of the contract, the Executive Order and the
regulations In 41 CFR Part 80-4. Compliance with the goals will be mea­
sured against the total work hours performed.
3. The Contractor shall provide written notification to the Director of the
Office of Federal Contract Compliance Programs within ten (10, working
days of award of any construction subcontract in excess of 410,000 at
any time for construction work under the contract resulting from this so­
licitation. Tha notification shall list the name, address and telephone
number of the subcontractor; estimated dollar amount of the subcon­
tract; estimated starting and completion dates of the subcontract; and
the geographical area in which the subcontract is to be performed
4. As used in this Notice, and in the contract resulting from this solicitation,
the "covered area" is the Cities of Eugene and Springfield, Lane County
Oregon.

subject to regulations of the Departments of Labor and Housing and Urban
Development.

project and the proposed project will have no significant environmental im ­
pact on the urban/service area.
