overnor signs racial harassment law
On Friday, August 21st, at 3:13
pm, Oregon’s new racial harassment
law became e ffe c tiv e , signed by
Oovernor V icto r A tiyeh . The law,
which was adopted by the legislature
on the last day o f its long session,
makes racial or religious in tim id a
tio n a class A m isdem eanor, and
conspiracy to intimidate because o f
race, co lo r, relig io n o r n atio n al
origin a class C felony. The law was
requested by Oovernor Atiyeh in re
sponse to the increasing frequency
o f racial and religious harassment
and intimidation in Oregon.
D u rin g the signing cerem ony,
attended by representatives o f many
m inority and religious groups that
supported the law, Governor Atiyeh
was presented the M eritorious Ser
vice Award, the highest award given
by the U .S . Justice D epartm ent's
Commmunity Relations Service.
Robert Lamb, Jr., Director o f the
Northwest Regional Office, told the
Oovernor, ” . . . we are indeed grate
ful for your leadership and for your
prompt action in response to grow
ing racial incidents here in the State
o f O re g o n .. . . W e believe, indeed
we know, that your stand against ra
cial hate and harassment here in
Oregon is important and timely, and
serves as a national model, especial
ly when viewed against the back
drop o f racial incidents plaguing the
nation and the resurgence o f hate
groups.”

Camp Fire needs youth, leaders
Camp Fire clubs will be organized through Multnomah and Washington
Counties, beginning with the opening o f school. A ll boys and girls in first
and second grades, and all girls in third through sixth grades, will receive an
interest survey through their schools. Membership is open to all youth;
yearly dues are $6.
Before a club can be organized, volunteer leaders and assistant leaders

Johnson said there was nothing
he could do and advised Franklin to
call McCabe again. He also suggest
ed that Franklin drive without the li
cense and, if stopped by another o f
ficer, tell him what had happened
and have him call McCabe.
N o t satisfied , Brewer called
McCabe. McCabe could not contact
W addell because he had the a fte r
noon o ff. His suggestion was that
Franklin drive without a license and
then bring him the tickets. H e re
jected the use o f his name: "Ju s t
keep my name out o f the streets.”
Brewer reports that McCabe offered
to pay any expense o f getting a new
Arizona license.

Waddell told him that he took it to
prevent Franklin from using it be
cause it was not valid in O regon.
" H is superior officers have talked
to him about this in c id e n t,"
W ad d ell claims that he went to
F ra n k lin 's house, knocked on the
door, and when no one answered he
put the license in the m ailb o x.
"Franklin needs to get an Oregon li
cense,” McCabe added. " I f he re
turns to Arizona and needs to get a
duplicate Arizona license, I told him
I would pay for it.”

in the community.
The center has a consultation and
education unit that will be respon
sible for w orking w ith com m unity
agencies, school programs and other
interested parties that may wish to
learn more about mental health.

vide quality service to the commun
ity .”
