Over ihe past twenty years, M ult­
nomah County has gained 40,000
people, making it one of the fastest
growing areas in Oregon. Its present
population according to 1980 Cen­
sus is 562,640, up from 546,667 in
1970. The largest percentage o f this
growth has been in the Greshman
area, or East District. The law re­
quires the Board o f County Com­
missioners to review the County’ s
population and develop a Re­
apportionm ent Plan which w ill
equalize each District in the County
to provide as nearly as possible
"one person, one vote.”
What does this growth in East
D istrict have to do w ith us in the
North District? How w ill we be a f­
fected?
Our D is tric t, which is D istrict
Two, will gain the area bordered by
NE 33rd Avenue and NE 42 Avenue
and Fremont and K lic k ita t, fo r a
population gain o f approximately
4,(XX) people.
You will be interested to note the
grow th patterns over the last ten
years:

D istrict 5, East (Shadburne);
1970, 100,205; 1980, 128,831.
Multnomah County's Home Rule
Charter, amended by voters in 1978,
mandates a re-evaluation o f each
D is tric t’ s boundaries, and a reap­
portionment o f Districts is needed if
a D istrict’ s population exceeds any
other District by more than fifteen
percent. Presently, according to the
1980 Census figures. East District
exceeds Central D istrict by over
twenty-one percent.
The Board has been given forty-
five days from the release o f the
Census in fo rm a tio n to alter the
boundaries, as necessary, by this
ordinance. We are using the
following guidelines:
I. No one D istrict w ill exceed
population size by more than ten
percent of any other District.
2.
The general geographic
characteristics o f existing Districts
w ill be retained as nearly as
possible
3. Any District showing an excep­
tionally high growth rate w ill have a
lower population base than the
population bases o f lower-growth
Districts.
4. Whenever possible, city limits
w ill not be used as boundaries,
which will avoid a split in precincts
if future annexation occurs.
A dditionally, we are attempting
to keep D istricts contiguous. We
continue to utilize existing natural
geographic boundaries such as the
Willamette River. It is the desire o f
the Board to preserve communities
which have common interests as
well as those which have transporta­
tio n links. D istricts have been
equalized in a mannner to not favor
any p o litica l party or specific
legislator. W'e feel it is important to
maintain the voting strength o f any
language and/or ethnic group.
In addressing these areas o f need,
the County A uditor has suggested
that over 20,000 people, most o f
whom live in East D istrict, be re­
distributed into neighboring Distric­
ts. This will equalize the population
o f each District.
By approving this plan, we w ill
have conformed as close as possible
to the established guidelines. Each
District w ill be as nearly within ten
percent of other Districts in terms of
population present boundaries will
be represented. East D istrict w ill
have a population that is five per­
cent lower than other Districts due
to its projected growth rate, and city
lim its w ill have been avoided as
boundaries.
Public hearings for the Proposed
Reapportionm ent Plan were held
on May 4, 1981, and the M u lt­
nomah County Board o f Commissi­
oners will be voting on the Plan no
later than May 14. I f a plan is not
approved by the Commissioners, a
vote o f Ihe people w ould be
required.

legislators who had supported the
one-district concept from the begin­
ning - Representatives Gretchen
Dafoury, Rick Bauman and W ally
Priestley.
The plan goes to the House o f
Representatives, along w ith the
reapportionm ent plan fo r the
remainder o f the state, on Friday,
May 8. After passage there it will go
to the Senate, where senate districts
will be drawn.
Notice is hereby given that a public hearing will be held by the Tri-County
Metropolitan Transportation District of Oregon (Tri Met) at the Water Ser­
vice Building Auditorium, 1800 S.W. Sixth Avenue, Portland, Oregon, at
10:00 a.m., Monday, dune 8, 1981, for the purpose of considering projects
for which financial assistance is being sought from the Urban Mass Trans­
portation Administration, pursuant to the Urban Mass Transportation Act
of 1964, as amended, generally described as follows:
Section 5 of the Urban Mass Transportation Act of 1964, as amended,
provides federal operating asssitance to Urban Mass Transportation
systems, whereby the Tri-County Metropolitan Transportation District of
Oregon (Tri-Met) is eligible to receive federal funds for operating assistance
for fiscal yea' 1981-82 and Is part of the MSD transportation development
program.
The project is to consist of transportation services provided by Tri-Met for
the counties of Clackamas, Multnomah, and Washington Special needs of
the elderly and handicapped are addressed in the grant application. No per­
sons, families, or businesses will be displaced by this project. The project
will have no significant environmental impact upon the service area.
NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will be held by the Tri-County
Metropolitan Transportation District of Oregon (Tri-Met) in the auditorium
of the Water Services Building, 1800 S.W 6th Avenue, at 10:00 a.m .,
Monday, June 8, 1981, to receive public comment on proposed bus service
revision which may affect transit passengers The proposed change will af­
fect the following line:

recommendation to eliminate this line effective September, 1981
