The City of Portland, Office of Housing and Community Development, in
vites proposals from consultants to work with a Citizens Advisory Task
Force in preparing and recommending to City Council a 3 Year Community
Development and Housing Plan and Citizen Participation Plan as required
by the regulations governing the Community Development Block Grant
program of the Federal Department of Housing and Community Develop
ment.
These documents will cover the period July 1, 1982 to June 30, 1985 and
will provide the basis for annual applications for CDBG funding by the City.
The consultant will be expected to commence work on or about May 18,
1981 and be complete by January 20, 1982.
Consultant wnl be responsible for preparing all drafts, including final, of the
Community Development and Citizen Participation Plan. The Housing
Assistance Plan will be prepared by City staff.
Consultant personnel responsible for preparing the Citizen Participation
Plan may either be engaged by consultant as staff or as sub-contractor to
consultant. In either case, said personnel will work semi-autonomously
from consultant for purposes of arriving at a plan that meets local and
Federal Citizen Participation requirements and needs irrespective of the
specific contents of the 3 year Community Development and Housing Plan.
This e ffort, however, must be undertaken by the consultant "te a m " to
assure accountability and coordination of technical planning with on-going
citizen participation processes.
Total consultant fee is estimated at $35,000.
