“ dope, fights and fencing m erchan

One practice observed, know n as
b u lld o g g in g , is a process w h e re b y
th ro u g h v e rb a l o r p h y s ic a l in
tim id a tio n , a pa rty receives an item
w ith o u t p a y in g . The p o s s ib ility o f
a race ru m b le is h ig h te n e d i f the
y o u th is B la c k o r visa versa,
e s p e c ia lly i f th e y o u th re tre a ts to
gather reinforcements.
T he m a jo r ity o f the yo u n g men
w h o are h a n g in g d o w n to w n , are
d o in g w hat is n o rm a l fo r any age,
under this type o f situ a tio n . As one
yo u n g man p u t it, “ 1 com e d o w n
to w n to scope o u t th e y o u n g
la d ie s .” B u t i f th e tin y fr a c tio n
co ntinue to do what they are do in g
now, even the young Black men who
are s tu d e n ts o r d o w n to w n on
business, w ill fa ll under the label o f
suspect; fo r exam ple, “ Is he re a lly
w a itin g on a bus o r tr y in g to sell
dope?”
S ince B la c k s are ju d g e d as a
group, this scrutiny is quite possible
when the pow ers th a t be decide to
check th is tre n d . A p a th y a m o n g
transit users have in d ire c tly su p p o r
ted th e b e h a v io r. It was re p o rte d
th a t th re e y o u n g men w ere
a s s a u ltin g som e o n e at a bus s to p
d u rin g rush h o u r, and the reaction
o f the s m a ll c ro w d was e ith e r to
w alk away o r do n o th in g but stare.
W h a t is sad, is th e w asted in t e lli
gence o f these y o u n g men w h o
engage in these a c tiv itie s . These
c o n n o s ie u rs o f th e streets possess
th e c o p in g s k ills w h ic h m ake it
possible fo r them to reap a harvest
fro m in d iv id u a ls and events. Even
h a v in g the s k ill to squeeze m oney
fro m a tu rn ip maneuvers situations
to th e ir fa v o r , b u t th e a c tiv itie s
present a p ic tu re o f a th o u g h tle s s
g ro u p th a t d o e s n ’ t care w h o th e y
h u rt, o r the consequences o f th e ir
e d u ca tio n , and social p o lic y issues.
