Notice is hereby given that the City of Portland by its Exposition-Recreation
Commission (ERC), is soliciting proposals for Architectural/Engineering
(A /E I services required in renovating Portland Civic Stadium. The following
is a summary of the procedures for submitting proposals, of the project,
and of the services being sought. These matters are described in detail in
a formal Request for Proposal (RFP) that has been prepared by the ERC.
In order to be considered, proposals from qualified firms must be received
by the ERC on or before 2:00 p.m. on March 9; 1981. Proposals should be
addressed to Mr. Roger Shiels, Project Manager, Portland Civic Stadium
Renovation, Exposition Recreation Commission. Proposals may be mailed-
to P.O. Box 2746, Portland, Oregon 97208, or delivered to the General O f­
fices of the ERC in Mem orial Coliseum, Room 201, 1401 N. W heeler
Avenue, Portland, Oregon.
Firms interested in submitting proposals are encouraged to request a copy
of the formal RFP. Requests should be directed to Project Manager Roger
Shiels, at the ERC General Offices or at (503) 241-2959
Members of interested firms are invited to attend an informational meeting
and facility review at 2:00 p.m. on February 23, 1981, at Gate 19 of Civic
Stadium. Members of firms are also invited to examine existing stadium
drawings and reports in the Operations O ffice in M em orial Coliseum
between 9:00 a m. and 5:00 p.m. weekdays from February 23 through

the City of Portland Consultant Selection Process as specified in Chapter

The project involves repairs and improvements to the existing Portland
Civic Stadium including: structural repairs; painting; repaving; landscaping;

spaces, restrooms, ticket booths, administrative offices, employee locker
rooms, security room, tenant facilities, storage, press boxes and first aid
rooms; heating and ventilating; renovation of the elevator, communication
systems and P.A. system; replacement and additon of seating and field
lighting; and other items of work.
Funds to finance the project will come from the sale of $9.5 million general
obligation bonds authorized by the voters in November 1980. The budget
includes an allowance of $8,200,00 for construction contracts; $540,000 for
A /E fees; arid $760,000 for ongoing repairs and miscellaneous expen­
ditures.

construction work. The A /E will be required to perform special studies to

struction schedule to insure continued stadium operations during construc­
tion; to prepare a series of detailed cost estimates; to make field
measurements and topographic surveys and prepare any additional
drawings of existing conditions not satisfied by drawings presently in the
owners possession; to attend meetings; to prepare presentation materials;
to provide a full time field representative; and other duties described in the
formal RFP.
