2 atmenl

until 10:00 a m., local time on the 29th day of October, 1980 and then will
e publicly opened and read in the City Commission Room. 720 Wall Street
□end, Oregon.
The work contemplated consists of construction of approximately 2,500
hnear feet of 42 inch outfall sewage effluent line, a reinforced concrete
distribution structure, approximately 2 miles of maintenance road, and ap
proximately 1.5 miles of soil dikes. Construction of the dikes will require the
excavation and compacted placement of approximately 135,000 cubic
! 01' and excava,ion- crushing and placement of approximately
18,000 cubic yards of rock for rip rap and road surfacing.
Plans and Specifications may be examined in the office of the Engineer
Bend Engineering Consultants (BECON), 61360 5 South Highway 97^
Bend. Oregon A copy of the Documents may be obtained at the Engineer's
office upon payment of $20.00 for each Document. No refunds will be
made.
Before a contract will be awarded for work contemplated herein, the Owner
will conduct such investigation as is necessary to determine the perfor
mance record and ability of the apparent low Bidder to perform the size and
type of work specified under this Contract. Upon request, the Bidder shall
submit such information as deemed necessary by the Owner to evaluate the
Bidder's qualifications.
Each Proposal must be submitted on the prescribed form and accompanied
t>y a certified check or bid bond executed on the prescribed form, payable
to the City of Bend, Oregon, in an amount not less than 10 percent of the
amount bid.
The successful Bidder will be required to furnish the necessary additional
bond(s) for the faithful performance of the Contract, as prescribed in the
Contract Document.
Bidders on this project will be required to comply with the provisions of the
President s Executive Order No. 11246 and requirements issued thereunder.
The requirements fo r Bidders and Contractors under this Order are
specified in the Contract Documents.
The bidder s attention is directed to the provisions of these documents that
relate to the ulitization of minority business enterprises during the perfor­
mance period of the Contract. The Environmental Protection Agency
Region X has adopted the following goals of this contract:
Ten to fifteen percent of construction work (on a dollar basis)
shall be performed by minority subcontractors.
-Ten to fifteen percent of construction supplies and materials
shall be procured from minority-owned suppliers.
Prior to award of a contract, EPA will review the proposals with respect to
the bidder's degree of compliance with the above goals; a low bidder who
has not achieved these goals must demonstrate to the satisfaction of the
Director, Office of Civil Rights and Urban Affairs, EPA Region X, that the
goals are not attainable on the Contract work.
The attention of Bidders is directed to the federal and state government
requirements and conditions of employment to be observed and minimum
» wage rates to be paid under the Contract.
Any Contract awarded under this INVITATION TO BID is expected to be
funded in part by a grant from the United States Environmental Protection
Agency. Neither the United States nor any of its departments, agencies, or
employees is or will be a party to this INVITATION TO BID or any resulting
Contract.
Before a Contract will be awarded, compliance with all EPA requirements
specified in the Contract Documents will be subject to EPA review and ap­
proval.

A pre bid conference for representatives, Bidders, and potential Bidders
will be held at 1:00 p.m., on the 20th day of October, 1980 at the City
Commission Room, 720 Wall Street, Bend, Oregon.
The Owner reserves the right to reject all Proposals or any Proposal not
conforming to the intent and purpose of the Contract Documents, and to
postpone the award of the Contract for a period of time which, however,
shall not extend beyond 45 days from the bid opening date.

THE PROBLEM:
A multitude of programs exists within the four county area. Virtually all
programs are of potential benefits to the Hispanic population. A means has
not been found to fully sensitize all agencies to the needs of the Hispanic
population; to open channels of communication between the Hispanic
public and the agencies; to determine which existing services require
primary funding; to determine which services could be better utilized; or
which services are needed but simply unavailable.
EXPEC TED O U T C O M E :
Through addressing one or more of the stated purposes to achieve: the ex­
pansion of the ability of existing agencies to serve Hispanics; development
of a means of communication between existing Hispanic serving agencies
and initial steps taken to create a mechanism for interagency program
cooperation and development; and/or beginning development of a means
to identify program/service priorities for Hispanics in the metropolitan area.
Y E A R -E N D R E P O R T : The applicant agency will be expected to submit
a written report of progress and evaluation against project objectives by the
end of the project year.
M IN IM U M P R O P O S A L R E Q U IR E M E N T S : Completion of an ap­
plication format to be supplied by the United Way. The format will conform
to that required of Development and Demonstration Fund submissions and
will accordingly include pertinent descriptive information about the ap­
plicant agency; the proposed program design; measurable objectives;
criteria for evaluation; and detailed budget.

REQUEST FOR PROPOSALS
Notice is hereby given that the Tri-County Metropolitan Transportation
District of Oregon (Tri-Met) will receive proposals until 4:00 p.m. local time,
Friday, October 31, 1980, at its facilities at 4012 S.E. 17th Avenue, Fourth
Floor, Portland, Oregon 97202, atte n tio n : M r. Thomas Hillegass,
Management Information and Analysis Department.
The project is to field a crew of approximately five surveyors who will ride
Tri Met buses distributing and collecting questionnaires for a series of con­
secutive weekdays and weekends in November or December, 1980. Also to
reduce to machine readable format (card, tape, etc.) approximately 5,000
returned questionnaires by February 28, 1981.
Consultant will be required to comply with all applicable Equal Employment
Opportunity laws and regulations.
All proposers will be required to certify that they are not on the Comptroller
General's list of ineligible consultants.
The Tri-County Metropolitan Transportation District of Oregon (Tri-Met)
will not discriminate with regard to race, color, sex or national origin in con­
sideration for contract award.
