When Bid Surety is required, proposals shall be accompanied by a certified
check, cashier's check or e bid bond, payable to the City of Portland for an
amount not less than ten per cent (10%) of the aggregate amount of the bid as
guaranty that the bid shall be irrevocable for the period specified in the proposal.
Said bond to be forfeited as fixed and liquidated damages should the bidder seek
to revoke his offer tor any reason not authorized by law and not consented to by
City within the irrevocable period, or neglect or refuse to enter into contract and
provide a suitable bond tor the faithful performance of the contract, in the event
the said contract is awarded to him.

newly constructed and/or Substantial Rehabilitation housing under the Section 8 Housing
Assistance Payments Program to be located in the Portland S M S A
Contract Authorities in the amount ot $120,960 $451.560; and $394,632 are being made
available to provide assistance tor an estimated 24 units tor large families 13 or more bedroom
units); 106 units tor other families 11 or 2 bedroom umtl; and 8 / units tor the elderly handicap
ped 10, 1 or 2 bedroom um tl, respectively
Proposals may be submitted by private owners or Public Housing Agency IP H A I owners tor
direct contracting with H U D , or by PHAs on behalt ot private owners with whom the PHA
proposes to contract pursuant to an Annual Contributions Contract with H UD

Proposals for family and large family projects will be accepted beginning June 16, 1980, and
the last date on which such proposals will be accepted will be August 5. ,980 All family and
large family proposals received during the same month will be processed in a group and, if
necessary, ranked against each other Perterence will be given to small family projects Iprojec
ts of 50 units or less) and partially assisted family protects IProiects ot more than 50 units of
which 20 percent or fewer are assisted).

Copies of the Plans and Specifications may be obtained upon application at
the office ot the Consulting Engineers, STRAAM Engineers, 5505 S.E.
M ilw aukie Avenue, P.O. Box 02201, Portland, Oregon 97202, upon
payment of a deposit ot $100.00 which will be refunded upon return of the
documents in good condition within 15 days after bid opening. It the Plans
or Specifications are damaged so as to preclude their future use or if they
are not returned w ithin the 15-day period, a charge ot $20.00 will be
retained from the refund.
Plans and specifications will be mailed first class. Those desiring air mail,
parcel post, or special handling shall include with their request tor plans and
specifications a check, or money order, separate from the plan deposit, in
the amount of $5.00 for each set requested.
All proposals must be submitted on the regular forms furnished with the
specifications. No proposals will be considered unless accompanied by a
certified check, cashiers check, or bid bond payable to the Confederated
Tribes of the Warm Springs Reservation for the amount equal to ten per
cent ot the toal bid. The successful bidder shall furnish a performance bond
and payment bond satisfactory to the Confederated Tribes of the Warm
Springs Reservation each in the full amount of the contract. The successful
bidder, upon his failure or refusal to execute and deliver the contract and
bonds within ten days after he has received notice of acceptance of his bid,
shall forfeit to the Confederated Tribes of the Warm Springs Reservation
for such failure or refusal the security deposited with his bid.
The attention of bidders is directed to the requirements and conditions ot
employment to be observed and minimum wage rates to be paid under the
contrat, ORS 279.350.
No proposals will be received or considered by the Confederated Tribes of
the Warm Springs Reservation or any officer of the Confederated Tribes of
the Warm Springs Reservation unless the proposal contains a statement by
the bidder as a part of his proposal that the provisions required by ORS
279.0350 shall be included in his contract.
The attention ot bidders is also directed to the provisions ot Oregon Law
ORS 279.036 through 279.044 regarding preference for products which
have been grown, manufactured, or produced in Oregon.
The Confederated Tribes ot the Warm Springs Reservaton reserves the
right to reject any or all bids, waive informalities, or accept any bid or com­
bination thereof which appears to serve the best interests ot the owner.
