These properties are currently owned by Clackamas County and are detached
single family residences. The residences have been vacant for 2 and 5 years
respectively The structures have been classified as dangerous and not financially
feasible for renovation.
The property located at 6923 Pierce St. will be sold at public auction as a single
family residential building lot, while the property at 6707 May Street, which is
located in a flood plain, is certified non-buildable and will be held by the County
as open space.

Obituary
Annie W. Daniels
Funeral fo r Annie W. Daniels,
who died Tuesday in Providence
H ospital, was held Saturday, at
Williams Temple Church of God in
Christ. Interment was at the Rose
City Cemetary.
Mrs. Daniels was 73 at the time of
her death. She was born in Lumpkin,
Georgia and moved to Portland in
1955.
As a member o f the W illiam s
Temple Church, Mrs. Daniels was a
missionary and served also on the ur-
sher board and in the Sunday School
department. Missionary Daniels was
a very dedicated and hard working
church member.
She is survived by her husband of
55 years, Frank; her daughter, Dor-
thy Wilson; her son-in-law, Artie
Wilson, and two grandchildren; Zoe
A. Wilson and Artie Wilson Jr.

Notice is hereby given that the Tri-County Metropolitan Transportation District of
Oregon (Tri M et) will accept proposals no later than 4:00 p.m. Portland standard
time, December 3, 1979, to the attention of Nancy Hood, Tri-M et, grants and
contracts, Division of Planning and Development, 4012 SE 17th Avenue, Por
tland, Oregon 97202.
Proposals will be accepted at that time to conduct a ' benchmark'' of a study, the
Carpool Attitude and Awareness Baseline, conducted last year The purpose of
the benchmark analysis is to measure changes in the marketplace, in Clackamas,
Clark (W ashington), M ultnom ah and W ashington Counties, and to provide
timely information for developing effective marketplace strategies for the coming
year.
F unds for this study are being supplied by the federal government through the
Federal Highway Administration.
Contractor will be required to comply with all applicable Equal Employment O p

Free Thanksgiving Dinner - The Sharon Seventh Day Adventist Church is
sponsoring a free Thanksgiving dinner for residents o f the Northeast, Walnut
Park area o f Portland who are experiencing hard times. There will be music

public meeting of the Emergency School Aid Act Advisory Committee to
be held 7:30 p .m ., November 27, 1979, in the board room of the school

review a planning grant application and (2) to review the basic grant ap
plication to the federal government to operate a program under the

P A C IF IC P O W ER ft L IG H T C O M P A N Y (Pacific) hereby gives notice that an
application was filed with the Federal Energy Regulatory Commission on Novem
ber 1, 1979 requesting exemptions from the November, 1980 filing of certain cost
of service information required by the Federal Energy Regulatory Commission
(Commission) under Section 133 of the Public Utility Regulatory Policies Act of
1978 (PURA). The exemptions are requested in accordance with the regulations
under the Public Utility Regulation Policies Act of 1978, 18 CFR, 290.601 (1979).
The four requested exemptions from the November, 1980 filing are as follows:
Request No. 1
Section 290.202 (a) Operating and Maintenance Expense Accounts
Pacific requests an exemption from estimating the hourly average energy costs
(in cents per kilowatt-hour) for a typical weekday, a typical weekend day, and the
system peak day for each month of the reporting period incurred to supply the
combined total load of all retail customers and those wholesale customers that
are served under firm contracts.

Section 290.303 (a ) Typical Hourly Marginal Energy Costs
Pacific requests an exemption from providing hourly marginal energy costs (in
cents per kilowatt-hour) for a typical weekday, a typical weekend day, and the
system peak day for each month of the reporting period and for each month of
the next five years.
Request No. 3
Section 290.303 (g) Marginal Energy Costs by Costing Period and By Year
Pacific requests an exemption from providing estimates of the average hourly
marginal energy cost (in base year cents per kilowatt-hour) by costing period for
the reporting period and for each of the next five years.
Request No. 4
Section 290.303 (h) Calculated Marginal Energy Costs by Costing Period
Pacific requests an exemption from calculating a single marginal energy cost
for each of the costing periods.
The above exemptions are requested because:
First, the planning and operation of generation resources by Pacific in the
Pacific Northwest are unique when compared with the planning and operation of
utilities in all other regions of the country. The uniqueness arises because of the
combined hydro/therm al mix of generation resources and, in particular, the
enormous hydro storage capability which exists within the region. Because of the
vast amount of flexibility in operating Pacific's system, the hourly average and
marginal energy costs imposed by additional energy demands are approximately
the same on a typical weekday, a typical weekend day and the monthly peak day.
Second, nonfirm sales are a major part of Pacific's system operations, and the
revenue derived therefrom is a direct offset to the revenue requirements imposed
upon Pacific's retail customers. Any attempt to separate out the variable costs of
supplying this nonfirm load is limited by the lack of available data, as well as the
basic nature of system operation.
All interested parties have until December 31, 1979 to provide written infor
mation, views, arguments, or other comments on the above described Ap
plication for Exemptions. Such comments should be directed to:
