be the featured speaker at an
NAACP “ Gospel Extravaganza” to
be held at the New Hope Baptist

tober 15th at 7:30 p.m. Reverend
Hope is Director of Religious Affairs
of the National Office. The theme of
the service is "Churches United for

NAACP Georgia State President, a
former state president of the Georgia
Church School and Baptist Training
Union Congress, and was appointed

thing changed is that a few Black
children are back in neighborhood
schools. They are still abused in these
schools and they are still abused in
the schools out there.
“ You feel you are not top-dog.
They paid more attention to the
Black United Front.”
Vesia Loving said the Coalition
had made recommendations whereas
the Front had made demands. “ If
the Coalition had followed through
after its recom m endations were
rejected, there would have been no
need for the Front. You backed
down when you should have acted.
That’s the only reason the Black
United Front had to act.” She said
there is still a purpose for the
Coalition.

Herndon, co-chairman of the Black
United Front, had requested the
Coalition’s assistance and since sup­
port for continuation came from
Black members, the Coalition should
continue. “ The clear issue of
desegregation is between the School
Board and the Black United Front,
but there is a long way to go. There
still is no plan ” Saying he is not
clear what role the Coalition should
play at this time, he expressed a
belief that a bi-racial group could be
an influential and necessary voice in
the future.
The body voted to retain a nine
member executive body which will
meeta nd will call membership
meetings as needed; and to offer
assistance to the Black United Front
and the School Board in moving
toward equity in education.

amount not less than ten percent (10%) of the aggregate amount of the bid as
guaranty that the bid shall be irrevocable for the period specified in the proposal.

to revoke his offer for any reason not authorized by law and not consented to by
City within the irrevocable period, or neglect or refuse to enter into contract and

Sealed bids for the construction of Wastewater Treatment Facilities for the City
of Rockaway, Oregon will be received by the City of Rockaway, City Hall,
Rockaway, Oregon, until 8 P.M. on Thursday, November 8, 1979. Bids submitted
prior to the opening are to be delivered to the City Recorder's Office, Rockaway.

The proposed work includes:
Construction of a single-story, 3600 square-foot office building, complete
with a heating, ventilating and air conditioning system; restrooms; lighting
and electrical system; finished ceilings, walls and floors; walks, curbs,
parking lots, and driveways
A prebid conference will be held in the port offices on Tuesday, October 16,
at 2:00 p.m. to discuss all phases of the work.
All proposals must be on the regular blank forms which will be provided to
prospective bidders, and must be accompanied by a certified or cashier's check
drawn on an Oregon bank or bid bond payable to The Port of Portland in an
amount equal to at least ten percent (10%) of the amount bid.
Bidders are required to prequalify. Prequalification statements must be received
at least ten (10) calendar days prior to the time set for the bid opening. Ap­
plications for prequalification may be submitted less than tan (10) calendar days
before the bid opening but consideration by the Port cannot be assured.
Drawings and specifications may be examined at the office of the Port. Copies
may be obtained by prospective bidders upon deposit of ten dollars 1810), which
deposit will be refunded upon return of the specifications and drawings and
