Awardo were also presented to Herb Cawthorne, Wilbur
Bishop, the Albina Ministerial Alliance, the Rose City
Ministerial Wives, the Metropolitan Human Relations
Commission, Gospel Train, Gospel Lights, St. Andrews
Community Center, The Skanner, KOIN-TV end KAYU.
The awards were presented nt the annual Salad Bar,
held to involve the church more closely with the com­
munity. The Salad Bar was the combined effort of the
Brotherhood and Missionary Groups and was chaired by
Mrs. Naomi Wrighten, Mrs. Oralee Green and Mrs. Joyce
Colbert. Reverend Sylvester Green III is pastor.
NAACP chooses new leader
CLOVES CAMPBELL
The West Coast Region o f the
N A A C P has chosen Cloves C.
Campbell as Chairman for the 1979-
1980 year. Campbell was elected at
the National NAAC P convention in
Louisville, Kentucky.
Cam pbell is a fo rm e r State
Senator and Representative in the
Arizona Legislature, and was the
only Black to serve in the Upper
Cham ber. C am pbell stated “ As
Chairman 1 w ill immediately begin
working closely with our Regional
Director Mrs. Virna Canson to im­
prove our financial and membership
picture in Region I . ” Region I is
composed o f California, Utah, A ri­
zona, Washington, Oregon, Nevada,
Alaska, Hawaii and Idaho.
Along with increased membership
and a better financial picture for the
Region, Campbell said that next on
the priority list is the involvement o f
Blacks in the energy field. Campbell
is a member o f the N AAC P National
Energy C om m ittee, and getting
Blacks involved in the decision
making end o f energy as well as the
consuming end, is top on his list. He
is employed at Arizona Public Ser­
vice Light and Gas Company.
Cam pbell is also a member o f
Kappa Alpha Psi Fraternity and the
Phoenix Elks. He publishes the A ri­
zona Inform ant in Phoenix.

On July 1, 1979 many changes in
the operation and structure o f M ult­
nomah County government w ill go
in to effect. The.se changes are a
result o f a numher o f proposals form­
ulated by the M ultnom ah County
Charter Review Commission and
upproved by the voters at the general
election iast Novembei.
The new structure w ill provide on
July 1st the position o f County Exe­
cutive and thereby abolish the
position o f Chairman. Don Clark
w ill become the County Executive.
He will no longer be a member o f the
Board o f Commissioners but w ill
have the traditional executive powers
o f proposal and veto. For the first
time M ultnom ah County govern­
ment will have a true separation o f
powers with the County Executive
separate from the Commissioners.
The County Executive w ill be elected
county-wide fo r a four year term.
Thus Don Clark who was just re­
elected to a four year term, w ill face
the voters as County Executive in
1982.
The other major change in County
government is the establishment o f a
Board consisting o f five County
Commissioners each elected from a
single member district. The County
has been divided in to five equal
districts. This in effect created a fifth
Commissioner this past A pril. Effec­
tive July 1, then, the M ultnom ah
C ounty Com m ission consists o f
Dennis Buchanan, Position 1, all o f
West M ultnom ah County; Gladys
McCoy, Position 2, all o f N orth
Portland and that portion o f N.E.
Portland that lies North o f the Ban-
field Freeway to N .E. 33rd; Dan
Mosee, Position 3, N.E. and S.E.
Portland East o f 33rd and West o f
122nd; Earl Blumenauer, Position 4,
S.E. Portland below Burnside to
162nd; and G ordon Shadburne,
Position 5, East Multnomah County.
A ll commissioners offices become
non-partisan, and when there are
tw o or fewer candidates fo r a
position, there shall be no primary
election for that position. The name
or names shall appear on the general
election ballot. When there are more
tMht two candidates for a position,
alt riames shall appear on the
primary election ballot. The two can­
didates receiving the highest number
o f votes shall be declared nominees
and their names shall appear on the
general election ballot.
Commissioners Dennis Buchanan,
Dan Mosee and Gordon Shadburne
w ill be up for election in 1980 and
C om m issioners E arl Blumenauer
and myself in 1982.
Persons appointed to fill a vacancy
as County Commissioner shall not be
a candidate fo r election to that
position. Other provisions o f the
charter revision voted in last
November include the appointment
o f a charter review committee in
1983 to consider possible charter
amendments to be voted on at the
1984 general election.
Lastly on July 1st, the five Com­
missioners w ill have to select one o f
their number as a presiding officer.
They w ill also have to restructure the
operation o f the Board to function
more like a legislature.
