posals for newly constructed housing units under the Section 8 Housing Assis

Proposals may be submitted by private owners or Public Housing Agency (PHA)

Notice is hereby given that the City of Milwaukie, Clackamas County, Oregon,
will receive proposals from individuals or firms for the purpose of conducting a
i "Post Construction Audit" as required by the U.S. Department of Commerce,
* Economic Development Administration for the City of Milwaukie Project Number
07-51-23661.
Proposals will be received at the office of the Director of Public Works, City Hall,
10722 S.E. Main Street, Milwaukie, Oregon 97222 until 25 May 1979, 5:00 p.m.
Proposals will be evaluated and referred to the City Manager.
All firms or individuals submitting proposals must be an "Independent Public Ac
countant" which means an independent Certified Public Accountant, or inde
pendent Licensed Public Accountant certified or licensed by a regulatory
authority of State or other political subdivision of the United States on or before
December 31, 1970. The word "independent" is used in the same sense as pre
scribed by Rule 101 of the Rules of Conduct, Code of Professional Ethics of the
American Institute of Certified Public Accountants, as of March 1, 1973 or there
after amended.
The audit proposal and the audit report will be prepared and routed as described
in the publication. Department of Commerce Instructions for Audits of Grants
under Title I of the Public Works Employment Act of 1976. Copies of this publica
tion will be furnished by the EDA Regional Office.
The proposal of the individual or firm must supply enough information for the
City to evaluate the firm's abilities and the individual personnel to be assigned to
this project.
The City of Milwaukie reserves the right to reject any and all proposals or waive
informalities in the selection of the individual or firm for this audit.
The City of Milwaukie reseves the right to determine which firm or individual is
the best and most satisfactory to the City of Milwaukie.
