NOTICE TO CONTRACTORS
Sealed bids for the expansion of Wastewater Treatment Plant Facilities and three
(3) pump stations for the City of Reednoort, Douglas County, Oregon, will be
received by the City Recorder, City Hall, Reedsport, Oregon, until 2:00 PM,
P.S.T. on February 20, 1979. Bids submitted prior to opening day may be
delivered to H.G.E. Inc., 19 Northwest Fifth, Portland, Oregon. Bid opening will
be conducted at the Reedsport City Hall, 451 Winchester Avenue, Reedsport,
Oregon, and publicly opened and read aloud at 2:05 P.M. P.S.T. Bids will be
tabulated and prepared for a special Council Meeting to be held at 8:00 P M .,
February 26, 1979, at the Council Chambers, City Hall, Reedsport.
The project has been divided into two schedules for bidding purposes.
Schedule "A " contains work required for the expansion of the Wastewater
Treatment Plant from 0.96 MGD to 1.92 MGD.
Schedule "B" contains work required for the modification and expansion of
three (3) pump stations.
Schedules "A ” and "B" may be awarded to one contractor or separately to
two contractors.

Schedule "A" — Wastewater Treatment Plant
1. Expansion from 0.96 MGD to 1.92 MGD of an activated sludge wastewater
treatment plant, including construction of a headworks facility, aeration
basin, clarifier, digester, chlorine contact chamber and miscellaneous
equipment and piping.
2. 12" asbestos cement pressure line — 1,040 lineal feet.
Schedule "B" — Pump Station Modifications
1. Modifications to three (31 sewage lift stations, including construction of two
structures, installation of variable flow controllers, motors, pumps, elec-»
trical work and standby power generation systems.

ing. Individual sheets and specification pages may be purchased for the cost of
reproduction: Drawings: $1.00 per sheet; Specifications, $0.25 per sheet.
Bidders must prequalify with Owner, on Standard Oregon Review Board
Prequalification Forms, ten (10) days prior to bid opening. Prequalification forms
may be obtained from the Engineer and should be submitted to the Owner via the
Engineer. If a prequalification form is on file with the Engineer and is not over one
year old, refiling is not necessary unless there has been a substantial change in
Contractor's status.
No bid will be considered unless fully completed in the manner provided in the
"Instructions to Bidders" upon the bid form provided by the Engineer and ac
companied by a bid bond executed in favor of the City of Reedsport in an amount
not less than ten percent (10%) of the total amount of the bid. Bid bond is to be
forfeited as a fixed and liquidated damage should the bidder neglect or refuse to
enter into a contract and provide suitable bond for the faithful performance of the
work in the event the contract is awarded to him. Funds for the improvement are
available, and monthly payments will be made by check.
No bid will be considered by the City of Reedsport or any officer thereof, unless
the bid contains a statement by the bidder as a part of his bid that the provisions
required by ORS 279.350 shall be included in this Contract. Any bid awarded pur
suant to this notice will be subject to approval by EPA of the form and content of
the contract between the City of Reedsport and any such successful bidder for
the completion of the construction project.
The City of Reedsport reserves the right to reject any and all bids and to waive all
informalities. No bidder may withdraw or modify his bid after the hours set for the
opening and thereafter until after the lapse of sixty (60) days from the bid
opening.
