Bidders for the General work (Basic Bid " A " ) are required to be prequalifieo in
accordance with the Oregon State Board of Higher Education A d m in is tra tiv e
Rule. Applications for prequalification lor notice of intent to bid if the contractor
has a current prequalification application on file with the Undersigned) must be
received at least ten (10) days before the bid opening.
Prequalification of bidders is not required for those contractors proposing to bid
on the Roofing work (Basic Bid "B "), the Elevator work (Basic Bid " C " ), the
Mechanical work (Basic Bid " D " ), or the Electrical work (Basic Bid "E "l.
However, those bidders wishing to determine their prequalification status pur­
suant to ORS 279.041 (1) must submit a request therefor at least ten (10) days
prior to the bid opening date
All bids must contain a statement assuring compliance with ORS 279.350 relating
to prevailing rates of wage.
No bid will be considered unless fully completed in the manner provided in the
"Instructions to Bidders" upon the Bid Form provided by the Architects and ac­
companied by the bid security executed in favor of the State of Oregon and the
Oregon State Board of Higher Education in an amount equal to ten (10) percent
of the total amount of the bid, to be forfeited as fixed and liquidated damages
should the bidder neglect or refuse to enter into a contract and provide suitable
Bond for the faithful performance of the work in the event the contract is award­
ed to him.
The Orgon State Board of Higher Education reserves the right to reject all bids
and to waive all informalities.
No bidder may withdraw his bid after the hour set for the opening thereof until af­
ter the elapse of 30 days from the bid opening.

Choosing your own way to celebrate Christmas is the theme o f "Creating a

M arathon swimmer Gail Bowen will attempt to swim for twelve consecutive
hours during the 2nd annual YW CA Swim-a-thon to be held on October 25th.
Ms. Bowen will be swimming approximately 1,500 lengths in order to test her
endurance for the English channel swim she plans for next summer.
Proceeds from the event will go toward painting the walls o f the swim pool
room, improving the men’s locker room facilities and purchasing new lane
lines. Swimmers participating in the Swim-a-thon will be eligible to compete for
prizes including an 8-track car tape deck, swimsuits, a sports jacket, flight
bags, gold-filled bracelets, radio, and more. Prizes have been donated by area
merchants.
Jefferson High School's Performing Arts Center opens its 1978-79 season
with Dance Spectrum from San Francisco, one o f the most captivating con­
temporary ballet companies in America. On Friday and Saturday, October 27th
and 28th, at 8:15 p .m ., Portland will again be treated to the spirited, richly
costumed, versatile work o f choreographer-director Carlos Carvajal — and, at
affordable prices — just $4.50. A different program will be presented each
night.
Carvajal, himself a distinguished dancer, an accomplished linguist and con-
sumate choreographer, has designed and produced more than 200 works in
ballet, opera and dance in the United States, Europe and South America. C ar­
vajal has been described as a “ gentle man o f wisdom, understanding and
showmanship, whose work affirms the jo y o f life and the trans-cultural images
o f today.” For audiences it will be two unforgetable evenings o f artistry which
might include a folly or a satire on contemporary life, a classic interpretation o f
Shostakovich's 2nd Piano Concerto and a myth about Japanese courtship
games — all on the same program. The performances promise to provide en­
chanting evenings for everyone.
Booker T . Pannell, owner of Walnut Perk Auto Service Center, is a typical
minority businessman Born in Delhi, Louisiana, Pannell was raised in
Sacramento, California. He opened his shop at 5212 N.E. Union Avenue in
1970.
Pannell specializes in complete auto detailing, polishing and "like new"
cleaning.
The Honorable Dixy Lee Ray. Governor of the State of Washington, the
Honorable John V. Evens, Governor of the State of Idaho, and the Honorable
Robert W . Straub, Governor of the State of Oregon proclaimed the week

33,500 bicycles marketed under the
" J .C . Penney” brand name have a
defective pedal crank th at could
break, possibly resulting in serious
injury to the rider.
T h e bicycles w ith the possibly
faulty cranks are deraillure-type, 24-,
2 6 -, and 27-inch , 10-speed, lig ht­
weight vehicles in light tan and dark
grey color, m anufactured in 1977
and 1978 by the H u ffy Corporation,
Dayton, Ohio.
J.C . Penney marketed the bicycles
in their retail and catalog stores in all
fifty states and Puerto Rico. One
bike sold under the Penney’s name
was associated with a laceration injury
that occurred when the pedal crank
broke.
Consumers can tell if they have
one o f the bicycles by looking for the

or 2181A 1 on the outside o f the left,
rear, m etal axle plate where the
wheel is attached. Also appearing
