REDMOND PUBLIC WORKS COMPLEX
CITY OF REDMOND. OREGON
Sealed proposals for furnishing of all materials, equipment, labor a n d ,'
services of all kinds for the construction cf the Redmond Public Works
Complex for the City of Redmond, Oregon, will be received at the office of
City Hall, 455 South Seventh, Redmond, Oregon 97756 until 10:00 a.m.. "
Pacific Daylight Time, July 19.1978, and will be publicly opened ».nd read at
that time. The Contract will be awarded or proposals rejected within
forty five (45) days after the opening.
The work to be performed includes construction of a building with a garage,
storage and shop section approximately 54 feet by 100 feet with attached
office and staff section approximately 46 feet by 58 feet and related paved
parking area, driveways, fencing, landscaping and other sitework.

Assisted by members of her committee. Portland Branch members, and
BSU student volunteers from Monroe High School, Mary Maxwell, convention
documentarían, has been busy preparing the official albums for the 69th An­
nual NAACP Convention.
Three albums depicting pre-convention and convention highlights, will be
awarded to the NAACP National Office, the Portland Branch and the Oregon
Historical Society as monuments to Executive Director Benjamin L. Hooks' first
convention.
Mayor appoints Pina Williams
Ms. Pina Williams, recently ap­
pointed by Mayor Neil Goldschmidt
to the M etropolitan Youth Com ­
mission, was sworn into office at
City Hall by Ms. Edna Cervera,
Deputy Auditor.
Ms. Williams, an Advisory
Specialist for Portland Public
Schools, has long been involved with
youth and youth programs. Her in­
terests in the Northeast Portland
community has encompassed Albina
Fair Share, the Urban League and
Guild and St. Andrews Church.
On the State level, Ms. Williams is
vice-chairwoman of the Oregon
W omens' Political Caucus and is
actively involved in the Portland
chapter of that organization.

in the world of gospel music.
C leveland’s first recording hit
resulted from the Collaboration of
Cleveland, Reverend Charles Craig,
Reverend Leslie Bush, at Detroit's
“ Prayer T ab ern acle." The three
young men organized the church
with Cleveland as Minister of Music.
The one hundred voice choir, the
Voices of Tabernacle (recording on
Hob Records, an unknown label),
recorded "T he Loves of God” which
was an instant hit.
From D etroit, Cleveland went
west m aking his home in Los
Angeles, California. Now on the
Savoy recording label, Cleveland has
received six gold albums: “ Peace Be
Still.” “ I’ll Do His Will,” “ Lord
Do It,” “ I Stood On The Banks,”
“ Lord Help Me To Hold O ut,” and
“ Jesus Is The Best T hing.” His
“ Am azing G race” album with
Aretha Franklin has sold over two
million copies.

Gospel Artist, Cleveland has per­
formed for the poor and for royalty.
Reverend James Cleveland, the
Apostle of Gospel, whose music is as
elementary as faith, hope and love
and as elemental as wind and rain,
will make his first Portland ap­
pearance July 15th, in a benefit con­
cert to be held at the Paramount
Theatre.
The proceeds from the concert will
go toward a building fund for a teen
center in the Albina area. Also,
Reverend Cleveland will be aboard
the “ Cruise-Ader” Princess Yacht
from 2:00-5:00 p.m. cruising the
Willamette. Dinner will be served
aboard the yacht. Anyone interested

where gospel singing is essential; will
make a premiere appearance in Port­
land July ISth in concert at the

Recently, February 23, 1978,
Reverend Cleveland won a Grammy
Award for his “ Live at Carnegie
Hall” album, as well as performing
one of the songs from that album on
the nationally televised Grammy
awards presentation in Los Angeles
— A “ first” for gospel singing and
singers.
Recognized as the reigning super-
star of gospel music throughout the
world — they call him the “ Kiog of
Gospel” -V- Cleveland's background
contains all the elem ents and
ingredients that make up the ex­
perience which is gospel music:
music that reaches out and makes the
listener a participant. That's what
gospel music is all about and that’s
what Reverend C leveland is all
about.
Born of poor, Christian parents in
Chicago, Illinois, Cleveland, as a
child, was introduced to gospel
music at the Pilgrim Baptist Church
of Chicago, where the "Father of
Gospel Music,” Professor Thomas
A. Dorsey was music director.
During his young formative years,
Cleveland perform ed with many
great gospel groups, including The
Thornes Crusaders, The Gospel All-
Stars of New York, The Roberta
Martin Singers, The Caravans, The
Mahalia Jackson Singers and The
Meditation Singers.
Having learned all that the masters
had to offer, Cleveland struck out on
his own. Combining the best of these
groups with his own unique and
creative genius, Cleveland organized
the Cleveland Singers — still the
group which travels exclusively with

the plan deposit, in the amount at $10.00 for each set requested. Thia fee
shall be non refundable.

Bidders must be prequalified in compliance with applicable parts of Chapter
279 of the Oregon Revised Statutes. These forma, completely filled out,
should be submitted to the Engineer at least ten (10) days prior to the
bidding date. The Engineer will issue proposal forma to qualified bidders.
All proposals must be submitted on the regular forma furnished by the
Engineer. No proposal will be considered unless accompanied by a certified
check, cashier's check or bid bond payable to the City of Redmond, for
the amount equal to ten (10) percent of the total bid. The successful bidder
shall furnish a performance bond satisfactory to the City in the full amount
of the contract. The successful bidder, upon his failure or refusal to execute ,
and deliver the contract and bonds within ten days after he has received
notice of acceptance of his bid. shall forfeit to the City, for such failure or ’
refusal, the security deposited with his bid.
No proposal will be received or considered by the City of Redmond or any .
officer of the City unless the proposal contains a statement by the bidder as
a part of his proposal that the provisions required by ORS. 279.350 shall be
included in his contract.
Bidders on thia work will be required to comply with the provisions of the
President's Executive Order No. 11246 and requirements issued there­
under. The requirements for bidders and contractors under this Order are
explained in the Contract Documents.
The attention of bidders ia directed to the requirements and conditions of
employment to be observed and minimum wage rates to be paid under the
Contract.
The project is being partially funded by the U.S. Environmental Protection
Agency (EPA). The bidder muat submit with his Proposal the following
properly executed documents in accordance with E PA requirements:
A. Contractor’s Compliance Statement (Executive Order No. 11246).
B. Non Segregated Facilities Statement.

Bicentennial Commemorative Quilt
will be exhibited for six weeks in July
and August at the DuBois Institute
Gallery at Harvard University in
Cambridge, Massachusetts.
This docum entary legacy was
designed and created by fifteen Port­
landers. It was initially exhibited at
the Oregon Historical Society and
later donated to said institutions.
