Thurgood Marshall, now a Justice of the United States Supreme Court, and
his staff of NAACP Lawyers implored the Supreme Court to end racial
segregation in public schools. Marshall further argued that Black children
ought to be able to enjoy constitutionally guaranteed rights immediately, rather
than at some distant time in the future. Some 24 years have passed since the
United States Supreme Court, in the now famous Brown v. Board of Education
of Topeka, ruled that racial segregation in public schools was unconstitutional
because separate facilities were inherently unequal.

The pursuit of the enjoyment of constitutionally guaranteed rights is one of
many social, political, and economic reforms championed by the NAACP over
its 69 year history and this pursuit is continuing at the 69th National Annual
NAACP Convention convening in the City of Portland July 3-7,1978.
The Portland Chapter of the NAACP, Convention Planning Committee, Blue
Ribbon Committee, churches, citizens, and a host of organizations have
diligently labored over the past several months planning the many programs
and activities designed to ensure a successful convention. We can be a part of
this success by participating in convention programs addressing the many
critical issues that will directly impact Black lives across the nation. We must
not only participate in these programs, we must continue the pursuit of the en­
