Rose Festival Memories

"Booker T. Washington's First School"
was the title of the first “Colored' float
ever to be entered in the early days of the
floral parades of the Portland Rose
Festival.
The children of Bethel A .M .E. Church
portrayed the students of the school and
ftsthel s Sunday School teachers just add
ed parade responsibilities to their accus
iomed roles. The little frame building
depicting the school was constructed on a
flat bed truck by the men of Bethel under
the direction of our minister. Reverend J.
Logan Craw.
I Whole families of the general congrega
tion worked all through the night cover
ing the little schoolhouse with thousands
of roses they had.gathered from gardens
throughout the city. Friends brought
sandwiches and cake and coffee with
fresh supplies arriving to cheer and
delight the workers all through the night
until daylight came and the work was
finished.
A flower bedecked float in a later year
was entered by Or. Robert Merriman
who covered his automobile with roses.
He acted as dnvor for the occasion and
invited daughters of his friends to join
him. D r. Merriman, a civic-minded family
doctor, ¿he second Black physician to
practice in Portland, had his offices at
Fifth and Washington Streets. He and his
wife lived in Alberta at the head of 15th
Street near Going Street until about
1921.
. . . The "Lady Elks" had a snappy drill
team and made more than one parade
appearance in the Rose parades of the
"Roaring Twenties." Brother Elks also
marched in parade drees near the
"Daughters."
Little Delores Caldwell Leggroan was
a popular choice for majorette in the late
twenties when she was selected to lead a
childrens' marching band. Bandmaster
duties were shared by Bert and Ethel
Turner of the A .M .E . Zion Church.

Each bid shall be accompanied by a Certified Check, Cashier’s Check or Bid
Bond made payable to the City of M ilwaukie in an amount not le u than Five
Percent (5% ) of the amount of the bid.
A t parade time the float and partici
pants were ready. Teachers assigned
places to sit and we children climbed on
and were given little pink and blue scrim
umbrellas (from Meier and Frank! to
ward off the hot rays of the sun.
Excitement was high. A parade courier
signaled expectantly for the float to move
into its assigned position.
Nothing
happened. We didn't move. The truck
was obstinate. Silent tension gripped us
all. All of us watened the man cranking
the truck as he cranked again and again.
Still no movement from the motor. Then
the cranking grew frantic as three or four
men m turn nudged each other aside to
try a hand at the crank. Finally with
much coughing and shuddering the motor
began to work and the float, and we,
moved into position. And we all breathed
again. Periodically, during the length of
the parade, the motor floundered, but
someone walked beside us to crank when
necessary and we were never stilled very
long.
Applause was generous as we passed
through the streets. Our school title,
however, was made of roses and they had
long since wilted. By judging time the
title could not be read at all. Those roses
had been the first to be put proudly into
place by the neophyte decorators when
they started decorating the float the
evening before . . .
The City of Milwaukie reserves the right to reject any and all bids or waive
any informalities in the bidding.
The City of Milwaukie reserves the right to determine which bid or Bidder
is the best and most satisfactory Bidder.
No Bidder may w ithdraw his bid for a period of sixty (60) days after the day
of bid opening.
A ll work will be subject to the prevailing wage rates established by the U.S.
Department of Labor, the Equal Employment Opportunity requirements,
and the 10 percent M inority Business Enterprise requirements.

Bids will be opened publicly at the above-stated time and place and read
aloud. Bidders and others properly interested are invited to be present at
the bid opening.

Drawings and specifications may be examined a t offices of the Portland
Builders Exchange Co-op, Northw est Plan Center, Dodge/Scan, United
M inority W orkers, Construction Data Plan Center and the Owner. Prime
bidders who are prequalified with the Housing Authority in accordance
with ORS 279 may obtain 2 seta at the Owner's office upon deposit of $50 for
each set. Subbidders and suppliers may obtain sets or parts of sets, and
prime bidders additional sets, by paying the cost of reproduction which is
nonrefundable.
Full refund of deposits will be made to prime bidders upon return of the
documents in good condition not later than 7 days after bids are received.
The Owner reserves the right to reject any or all bids and to waive
informalities.

Denton was born at H artville. Missouri
June 23, 1903. He has been a resident of
Portland for 45 years. He was 33° Prince
Hall Mason and Past Grand Master. He
also was the Past Exalted Ruler of the
Elk's Billy Webb Lodge 91050, and a
member of the Brother of Carpenters and
Joiners of America, Local 9226.
Funeral will be held Saturday. June
10th at Bethel A .M .E . Church. Interm ent
is at Rose City Cemetery.
