IN V IT A T IO N TO BID
The City of Gresham will receive sealed bids in writing from qualified
contractors until 3:00 P.M. (Pacific Standard Time), on Thursday, December 22,
1977, at the office of the Architect, Broome, Oringdulph, OToole, Rudolf &
Associates, P.C., 733 N.W . 20th Avenue, Portland, Oregon 97209 for the
construction of concrete footings and foundations for subsequent construction of
the Municipal & Educational Services Center, at which time and place the bids
will be opened and read aloud to all who will attend.
Sealed proposals for the construction of the Sewage Collection Facilities for the
Foster Midway Service Area, addressed to Robert D. Richardson, City
Manager, City Hall. 1140 12th Avenue. Sweet Home. Oregon 97386, will be
received at the office of the City Manager. City Hall, Sweet Home, Oregon until
2:00 p.m , local time, on the 19th day of December, 1977 and then will be publicly
opened and read.
Two sets of Drawings and two sets of Specifications will be available at the
Architect's office to each prospective prime Contractors only upon deposit of
$25.00. Deposits will be refunded for sets returned in good condition within
seven (7) days after bid opening. Additional sets or parts of sets will be made
available upon request at cost of reproduction, which is not refundable.
The work contemplated is divided into two schedules as follows:
SCHEDULE A
Consists of about 20,300 linear feet of 8-inch through 12 inch gravity sewer pipe
including trench excavation and backfill, manholes, surface restoration, about
3,200 linear feet of 4-inch and 6-inch service connection pipe and other sewer
appurtenances.

Bidders who are in doubt as to their status with the Owner regarding
qualification for the type and size of work contemplated herein are encouraged
to contact Robert D. Richardson, City Manager, informally to determine if a
prequalification request is necessary. If determined necessary, prequalification
requests must be submitted to the Owner on, or before the bid opening date.
Prequalification application forms may be obtained at the office of the City
Manager. The Owner will investigate and determine the qualifications of the
apparent low Bidder prior to awarding Contract.

The work will be subject to the prevailing wage rates established by the U.S.
Department of Labor, the Equal Employment Opportunity Requirements and
the 10 percent Minority Enterprise requirements.
Proposals will not be considered unless accompanied by certified check, cashier's
check, or surety bond made payable to the City of Gresham, Oregon in an
amount equal to ten percent (10%) of the lump sum bid. Interest will not be
allowed on bid security.

McCrea spanks students only after
repeated consultation with parents and
only with parents' permission. “Usually it
is the parent who suggests spanking, and
more often than not we reject the
parents' advice that the child be spanked.
We try to help parents see that spanking
should be used as a last resort."
McCrea denied that spanking is
abused. "A practice that is more likely to
1 m - abused is pushing or jerking children
around.” Staff members at Boise are not
allowed to put their hands on children -
push them, pull them, or physically move
them. Students can only be forceably
moved to keep them from injuring them
selves or others or destroying property.
"Once you start physically forcing a child
you have created an unnecessary confron
tation," McCrea explained. ‘This type of
pushing and jerking students around is
much more abusive than a spanking.
McCrea also denies that spanking
destroys the relationship between the
teacher and the child. The decision to
spank a child is not made lightly and
comes after the child is very well known
to the teacher. No child who is emotional
ly disturbed or who would be considered
likely to suffer psychological damage
from physical punishment is spanked.
The child's relationship to the teacher, his
relationship to his parents, his parents
methods of discipline, are all part of the
consideration that goes into reaching the
decision to spank.
“Children want limits. We set limits
with our rules and that is enough for most
children. Occasionally a child only sees
the limits set by a spanking.
These
children respect those who set the limits.
I can go through the halls and watch
children respond with a great deal of love
and respect to the teacher that spanked
them.
Following the spanking, good
behavior is complimented and this also
means a lot."

The Elementary Principals Associa
tion, which McCrea is president, voted to
recommend retention of spanking. A l
though approximately 25 used spanking
last year, the majority believe it is an
option that should be available. McCrea
explained that some principals do not
spank because either they or their com
munity do not approve of spanking.
Others do not spank at a particular school
in a particular year because the need does
not arise. They would if necessary.
Parents Agree
The Observer contacted twenty Black
parents - with elementary children in
Boise and in other public and parochial
schools -- and all responded without
hesitation that they favored the use of
spanking in the schools.

The Board of Directors of North Clackamas School District No. 12, Clackamas
County, Oregon, will receive sealed bids in writing at the Business Office of the
District, 4444 S.E. Lake Road, Milwaukie, Oregon, from qualified contractors

opened and read aloud. Any person interested may attend.
Bids may be submitted to the Business Manager at the District Offices working

Bidders on this work will be required to comply with the provisions of the
President’s Executive Order No. 11246 and requirements issued thereunder.
The requirements for Bidders and Contractors under this Order are explained in
the Contract Documents.
The attention of Bidders is directed to the requirements and conditions of
employment to be observed and minimum wage rates to be paid in conformance
with the U.S. Department of Labor, Federal Wage Determination, and the
State of Oregon Basic Wage Rates.
Pursuant to Executive Order No. 11246, as amended, on equal employment
opportunity, a Prime Contractor and subcontractor who signs a Contract on a
federally assisted construction project are required to comply with the
requirements for utilization of minority subcontractors and suppliers and to take
affirmative action toward equal employment opportunity and are required
under certain conditions to present written affirmative action programs. At
preconstruction conferences, the successful Bidder and his known principal
subcontractors shall be required to present and discuss the approach to be taken
by the successful Bidder and subcontractors to implement the minority
subcontractor and supplier requirements and the implementation of affirmative
action for equal employment and training in accordance with Executive Order
No. 11246, as amended.
The work contemplated under this IN V IT A T IO N TO B ID is divided into two
separate schedules of work: Schedule A will be funded by a Grant from the
United States Economic Development Administration (E D A ), and Schedule B
will be funded in part by a grant from the United States Environmental
Protection Agency (EPA). Neither the United States nor any of its
departments, agencies, or employees, is or will be a party to this IN V IT A T IO N
TO BID or any resulting Contract.
Before a Contract will be awarded, compliance with all E D A requirements for
Schedule A and all EPA requirements for Schedule B, specified in the Contract
Documents, will be subject to E D A and EPA review and approval.
The right is reserved to reject all Proposals or any Proposal not conforming to
the intent and purpose of the Contract Documents. Proposals received after the
time established for receiving proposals will not be considered. No Bidder may
withdraw his bid after the time established for receiving proposals or before the
award and execution of the Contract, unless the award is delayed for a period
exceeding ninety (90) days.
