Sealed proposals (or the ronatruction of The Water Treatment Plant, Schedule
A. Siteworh and Schedule K. Furnishing Treatment Equipment, addressed to
the City of Drain, Oregon, will be received at the office of the City Hall. City of
Drain. (Stale! Oregon, until 2:00 p.m.. local time, on the 22nd day of November.
1977 and then will be publicly opened and read.
The work contemplated consists of earthwork for the water treatment plant site
and furnishing a 1.0 million gallon package* water treatment unit.
Plans and Specifications may be examined in the office of City of Drain, or at the

services of all kinds to complete the work in accordance with the Drawings and
Specifications.

Landscape Architects/Consulting
A copy of the Documents may be obtained at the Engineer's office upon payment
of 150 for each Document. The full amount paid for the Documents will be
refunded if the Documents are returned in good condition within 10 days after
bid opening.
Bidders must be qualified in accordance with the applicable parts of OKS 279 in
order to enter into a Contract for public work in Oregon.
No Proposal will be received or considered by the City of Drain, unless the
1‘roposal form contains, or is accompanied by, a statement by the Bidder as a
part of his Proposal that the provisions required by OKS 279.350 shall be
included in his Contract.
Each Proposal must be submitted on the prescribed form and accompanied by a
certified check or bid bond executed on the prescribed form, payable to the City
of Drain. Oregon, in an amount not less than 10 percent of the amount bid.
The successful Bidder will be required to furnish the necessary additional
bondis) for the faithful performance of the Contract, as prescribed in the
Contract Documents.
Bidders on this work will be required to comply with the provisions of the
{‘resident’s Executive Order No. 11246 and requirements issued thereunder.
The requirements for Bidders and Contractors under this Order are explained in
the Contract Documents.
The attention of Bidders is directed to the requirements and conditions of
employment to be observed and minimum wage rates to be paid under the
Contract.
Pursuant to Executive Order No. 11246, as amended, on equal employment
opportunity, a Prime Contractor and subcontractor who signs a Contract on a
federally assisted construction project are required to take affirmative action
toward equal employment opportunity and are required under certain
conditions to present written affirmative action programs. At preconstruction
conferences, the successful Bidder and his known principal subcontractors shall
be required to present and discuss the approach to be taken by the successful
Bidder and subcontractors to implement the requirements of affirmative action
for equal employment and training in accordance with Executive Order No.
11246. as amended.
The Schedule B work will have a requirement for a minimum of $16,000 of
minority business participation in accordance with the EDA grant regulations.
The right is reserved to reject all Proposals or any Proposal not conforming to
the intent and purpose of the Contract Documents, and to postpone the award of
the Contract for a period of time which, however, shall not extend beyond 45
days from the bid opening date.

NOTICE OF INVITATION TO BID
INVITATION TO BID for the construction of the Foster Midway Sewage
Collection System will be published on the 23rd of November, 1977.
Sealed proposals for the construction of the Foster Midway Sewage Collection
System addressed to Robert D. Richardson, City Manager will be received at
the office of the City Manager. City of Sweet Home. Oregon until 2:00 p.m., local
time, on the 19th day of December. 1977 and then will be publicly opened and
read.
The work contemplated is divided into two schedules. Schedules A and B
consists of about 83.400 linear feet of 8-inch through 12 inch gravity sewer pipe
including trenching, manholes, surface restoration, highway crossings, railroad
undercrossing. 4 inch and 6 inch service connection pipe, and other sewer
appurtenances.

All bidders shall submit a properly executed Builders Board. Contractor's
Prequalification Application as prescribed by the Oregon Department of
Commerce or proof of current prequalification with the State Highway
Department or the Department of General Services pursuant to Chapter 279,
Oregon Revised Statutes and filed with the City Manager. Lincoln City, Oregon.
No bid will be received or considered unless the bid contains a statement by the
bidder, as part of his bid, that the provisions required by O.R.S. 279.350

1. NOTICE TO CONTRACTORS
Sealed bids will be received by Linn Benton Community College in the Board
Room of the College Center Building (Room No. CC 135), until 8:00 p.m.
Thursday. December I, 1977, lor the construction of concrete footings for the
future Multi Purpose/Classroom Building on the College site, two miles south
of Albany, Oregon on Highway 99E.
2. TYPE OF BID
One proposal for the entire work is required.
3. DESCRIPTION OF PROJECT
Briefly described, the project consists of the placement of column and wall
footings on an existing gravel pit. Approximate amount of work is 27 column
footings about 10 feet square and two feet thick; and 300 lineal feet of wall
footings about three feet wide and one foot thick.
4. BID OPENING
Bids will be opened and publicly at the above stated time and place, and read
aloud.
Bidders and others properly interested are invited to be present at the bid
opening.
5. CONSTRUCTION DOCUMENTS
Drawings and specifications, including bidding documents and conditions of
the agreement, may be examined at the office of the Architect: Jeppsen,
Miller & Tobias. Architects, 230 S.W. Sixth Street. Corvallis, Oregon, and at
Builders Exchanges in Portland, Salem and Eugene. Oregon.
Bonafide prime bidders may obtain one set at the Architect’s office upon
deposit of $35.00.
Sub-bidders and suppliers may obtain sets or parts of sets, and prime bidders
additional sets, by paying the CCJt of reproduction.
6. REFUND OF DEPOSITS
Full refund of deposits for documents will be made to prime bidders upon
return of the documents in good condition to the Architect's office not later
than 10 days after bids are received.
7. FORFEITURE OF DEPOSITS
Plan holders who do not submit a bonafide prime bid. and do not return the
documents in good condition at least five days prior to the bid opening, will
forfeit the full amount of their deposits.
There will be no refund for additional sets or parts of sets, but they are the
Architect’s property and must be returned.
8. QUALIFICATION
Bidders who are in doubt as to their qualifications are encouraged to contact
the Architect (752 3438) informally to determine if a prequalification request
is necessary. Prequalification requests must be submitted no later than 2:00
p.m., November 24, 1977.
9. BID CONDITIONS
All bids shall be in accordance with applicable state and local laws (ORS.
279.350) and the work will be subject to the prevailing wage rates established
by the U.S. Department of Labor and the Commissioner of Labor, State of
Oregon (whichever is higher), the Equal Employment Opportunity Require
ments, and the 10 percent minority enterprise requirements.
No bid will be received or considered unless the bid contains a statement by
the bidder as a part of his bid that the provisions of ORS. 279.350 shall be
included in his contract.
10. RIGHT TO REJECT BIDS
The Owner reserves the right to reject any or all bids and to waive
informalities.
