O n e citizen o f the Boise neighborhood said, *1

anything for B io ci students. Their only interest is to
g e t fe d e ra l m oney!
The e n tire school desegregation e ra in Portiond
con b e a n a ly ze d and the conclusions reoched must
a g re e w ith this Block mother.
From 1954 until 1963 the Portland Public Schools
d id not address the desegregation issue. In fact, the
v eh em en tly d en ie d that segregation existed a n d
ridiculed those w h o pointed out the facts.
The School Board d id not respond to the dem ands
o f the NAACP a n d other com m unity organizations to
d esegregate. Finally w h e n adverse publicity got too
g reat, they a p p o in ted a "Blue Ribbon" com m ittee to
study the situation. The com m ittee had to a d m it the
re ality o f segregation but found a w a y a ro u n d it —
they crea te d the M o d e l Schools and further seg re­
g ated Block students into "A re a It", whch contained

The missing link in th e policy w a s th e w h ite
student .A lthough m a g n e t program s a n d Early C h ild ­
hood Education Centers w e re estab lish ed to d ra w
w h ite students, they n u m b er o n ly a b o u t 700.
The n ext step is to cut o ut a section o f th e Jefferson
district a n d send the students a w a y . A n d if this is
d o n e w ith o u t resistance, th e n w h at?
A t no tim e has th e w h ite p o p u la tio n b e e n
disturbed. A t n o tim e has th e re b e e n 'v o lu n ta ry '
fo rced busing o f w h ite students. W e d o u bt tht this
' volun tary' busing o f Blocks o n ly w o u ld m e e t th e
req uirem en ts o f th e fe d e ra l courts.
But worst o f o il, th e re has n e v e r b e e n a n y
accou n tab ility to th e Black com m u nity .W h at h ap p ens
to these chldren w h e n they g e t o ff th e busses? A re
th e ir teachers a n d classm ates p re p a re d td w e lo m e
a n d re sp ect them ? A re th e y in clu d ed in th e social
life o f th e ir n e w schools? A n d most o f a ll, w h a t a b o u t
th e ir a ca d e m ic a ch ie v e m e n t? C an th e district d e m ­
onstrate ocodem ic progress — can it sh o w positive
results for the m illio n s o f fe d e ra l d o lla rs p o a re d into
the district because th ese Black c h ild ren a r e h ere?
U n til these questions a n d others a re a n s w e re d , th e
Block com m unity w ill h a v e to o g re e w ith th e m o ther
w h o soys, "T h e Portland Public Schools n e v e r d id
an y th in g because they w a n te d to h e lp Black
l g uwvwy
o ffe re d com pensatory education for those^who w e re
"d is o d v o n ta g e d " because o f race. A lo n g w ith this
program w e n t a n escape v alve — the voluntary
transfer w hich a llo w e d the children o f the most
angry parents to escape.
D r.H arold K le in e r,w h o was director o f the M o d e l
Schools pro g ram , proclaim ed in 1965 that Black
students w o u ld not be ready to go to school w ith
w h ite children for another tw enty years.
Those tw en ty years h aven't passed, but the a rm o f
the S uprem e Court has com e closer. So the next plan
