backs, what is available, for whom, and
how it’s paid for. Members of the panel
include representatives from foster
group homes for children, adult group
homes, a nursing center, Shangri la.

herd Lutheran Home, and others. A
question/discussion period follows the
panel presentation.

Read aloud
A special "Read Aloud" Program for
children involving community volunteers
is being planned this fall at the Albina
Branch Library, 3630 N. Vancouver Ave
nue, according to Betty Hodges, Head of
the Branch.
The program will be held Tuesdays and
Thursday at 3:00 p.m. and Saturdays
(time to be arranged). The program will
begin Tuesday, October 19th and con
tinue weekly through Saturday, Decern
her 11th.
Volunteers who are interested in the

Louis Osborne is presently serving as Community Services Advisor for
the Portland Area Office of the Department of Housing and Urban
Development. He joined the Department in Washington, D.C. after leaving
the Air Force in 1968. He was reassigned to the Portland office in July 1969
and quickly advanced to his present position.
He is a memto • of the Portland Federal Executive Board's Minority
Business Opportunity Committee and also serves as an Equal Opportunity
counselor for the Portland Area Office employees.
His commitment to his counseling services often extends into his own
time in the evenings. If someone needs help, he is always available. He has
always been extremely active in the community, and is presently a minister
of the Apostolic Faith and a member of the Albina Ministerial Alliance. He
works with the youth in his community in various projects. His interest in
music has resulted in several albums. Some of the selections are his own
composition. He was recently cited by the U.S. Jaycees as one of 32
Portland area young men named as "Outstanding Young Men of America."
He and his wife, Gwendolyn, reside in Portland with their three children
Joy, Danny and Yolanda.
