SOLICITATION FOR PRE APPLICATION FOR
SPECIAL GOVERNOR S GRANT
The Governor of the State of Oregon, as the state's chief
elected official and chief administrator of the Governor's
Special Grant, funded by Public Iaiw 93.203, the Comprehen
sive Employment and Training Art of 1973, requests propo
sals for special manpower projects.
Interested applicants should address their Letter of Intent
to the State Manpower Planning Division, 240 Cottage Street,
S.E., Salem, Oregon 97310, and utilize certified mail to insure
delivery prior to the closing of solicitation.
In order to be considered, Letters of Intent must be
received by the Manpower Planning Division prior to the
clone of business, Wednesday, June 30. 1976.

le tter s of Intent must include the following elements.
1. Organization affiliation by name and type (governmen­
tal, private business, or non profit agency).
2. A brief program narrative which must address a specific
manpower problem; define the program objective, and pre­
sent the strategy to be used in reaching the program objec­
tive.

3. A brief program budget, separating administrative and
program component costs; and projected quarterly cumula
tive expenditures.
4. Target group and number of participants.
5. Duration of proposed project. Maximum duration con
sidered will be 12 months.
In addition, all projects must be eligible according to CETA
Rules and Regulations, Title I, subpart I) - Special Grants to
Governors. Applicants should coordinate their proposal with
the local CETA Prime Sponsor or the Balance of State Sub-
grantee in their area.
To be given primary consideration, projects must clearly
address substantial manpower needs that deal directly with
Oregon’s economically disadvantaged or unemployed citizens.
They must be labor market oriented in that they help a
person to become better qualified for a job, or in some way to
find and maintain a subsistence level of employment. Ia-tters
of Intent will he evaluated on the following criteria:
1. Statewide Impart
Explain how project will impact
manpower programs throughout the state While projects
addressing a specific regional need will be considered, past
practice has been to give highest priority to those programs
having state wide applicability.
2. Iaibor Market Impart Describe how the program will
relate training or services provided participants to the labor
market, and available or new job opportunities.
3. Innovative
Describe how the project proposes to
develop or implement a new approach, strategy, or technique
designed to meet some facet of the delivery of manpower
services to participants, not presently being employed.
Training or Public Service type projects normally funded
through CETA Titles I, II or VI will not be given primary
consideration, but will be referred to the appropriate Prime
Sponsor or Sub g antee for local consideration.
The total amount of funds available for new projects is
approximately $270,(MX). $125,000 will likely be the maximum
amount considered for any one project.
Separate Letters of Intent will be required for each pro
posai submitted by an applicant.
Those applicants whose letters of intent successfully pass
the screening process will be invited to complete a full appli­
cation to be submitted in July. The letter of intent will be the
sole document by which the first competitive screening will
be accomplished. Given the fact that amount of dollars
available ia limited, we anticipate more proposals that ran be
funded.

Crispus A ttucks and other revolu ­
tionary patriots are entombed in the
Granary Burying Ground adjoining the
Boston Common. In the Common is a
monument to Attucks and his compa­
nions. At it's unveiling in 1888. poet John
Boyle O’Reilly offered the following com­
memoration: “Honor to Crispus Attucks
who was leader and voice that day...call it
riot or revolution or mob, or crowd, as
you may, such death have been seed of
nations, such lives shall be honored for
aye.”

one of the men who most symbolize the
spirit of America and the ideals that have
become a part of our heritage.
