THE MAD HATTERS BALL •*•
The Mad Hatters Ball is an annual affair given by the Urban League of Portland.
This annual event is held each year to raise funds for the organization's continuance in
fighting: unemployment, unskilled and uneducated minorities. Not only in Portland,
but throughout America.
Urban League Director, James Brooks, along with Jeri Ward, the Urban Leagues
Guild President deemed the affair "successful.” Both the ladies and gentlemen who
attended were smartly dressed. Attending as many social functions as I, you can
generally tell whether or not the people in attendance are warm or a little cool. The
atmosphere at the Mad Hatters Ball was warm and friendly, just the way I like it.
George Lawson and his band provided the music for the evening and as usual were
right up to par. Going all the way back, and bringing it right down front. A1 Jamison,
a good buddy of mine, was the MC and handled the show quite smoothly. A $500
Hamilton fur was auctioned off to Nate Jones for a mere $385, with lovely Cora Smith
wrapped inside. Need I say Cora didn't go with it. If so, the bidding would still be
going on!
Cora Smith, downtown business woman, also coordinated the show. The Mad
Hatters consisted of: Berla Woods, Berna Plummer. Merla Matthews, Alice Robinson,
Fannie Morrison, La Norma Norris, Edna Baskins and Sue Childs. For the most part,
the hats were cenU-red around the Bicentennial, in color and were all very creative.
After the judging the four finalists were: Edna Baskins, Sue Childs, Alice Robinson
and Verla Woods, this years winner of the Mad Hatters Ball. The total evening was
thoroughly enjoyable. Congratulations Mrs. Woods - hats off to you!

On Friday, June 4th Kate Millett, the prominent feminist writer, Dr. Reza Baraheni,
a leading Iranian writer and a former political prisoner of Iranian government, and
State Representative Wally Priestley will be the major speakers in a panel discussion
on Repression in Iran. The panel discussion is organized by the Committee for Artistic
and Intellectual Freedom in Iran (CAIFI) and wC! be held at Portland State University
in Lincoln Hall. Room 75, at 7:30 p.m. Admission is one dollar.
Public Notice
The City of Portland is requesting proposals from individuals, groups or
organizations to assist minority businesses. The proposals should include the
following elements:
1. Working with the City of Portland, other major governmental jurisdictions in
Portland, and the Association of General Contractors to assist minority contractors in
obtaining contracts or subcontracts. Persons responding to this proposal must
prepare an acceptable method for conducting this work. The method must include the
creation of a directory of qualified minority firms (including information on the areas
of specialization of these firms, bid bond capabilities and any other information of
interest to general contractors). The respondant will also be responsible for compiling
and distributing to minority contractors a list of major publicly funded projects in the
City (including the anticipated time of bidding, the dollar amount and the responsible
governmental organization).
2. The second general area of responsibility is referral of minority contractors to
existing sources of assistance. This would include compilation of the types of
assistance available from such sources as SBA, SCORE, OMBI, etc. as well as specific
referrals and responsibility for followup on specific problems encountered by minority
firms.
3. The third area of responsibility is to assist local, private and public businesses,
industries or agencies develop EEOC and MBE Programs as required for receipt of
Federal Funds. This assistance should be limited initially to review and comment.
Upon completion of developing the EEOC Program its activities should be one of
assisting in implementing the EEOC or MBE Program.
4. Requirements would include monthly financial reporting, specific reporting of
jobs obtained (by type, dollar mount and the name of the contracting firm selected),
and reporting on the status of referrals (including adequate followup on referrals from
previous months).
5. The program is required to become financially self sustaining at the end of 24
months. Consideration for any funding for fiscal year 1977-78 will be contingent upon
the applicant's ability to become at least 50% financially self-sustaining by July 1.

This program may be reviewed and funding terminated at any time for substantial
lack of progress or non-performance.
All proposals will be evaluated by a screening committee. Personal interviews will
be conducted on at least three proposals after screening.
