Notice is hereby given that the City of Portland has
filed two major modificationa to the Comprehensive
Manpower Plan with the U.8. Department of l,abor for
Federal Manpower funds available under Title I of the
Comprehensive Employment and Training A rt of 1973
(CETA).
The initial funding application was submitted to the
U.8. Department of luibor on June 1st. 1974.
The first major modification changed specific sections
of the initial grant narrative and changed program
activities.
From October 1st, 1974 through June 30th, 1975
approximately 1,493 economically disadvantaged persons
will utilize the program's services with an estimated 840
persons completing the program by June 30th, 1975. Of
those completing, 407 participants will be placed in
unsubsidiz.ed permanent employment and 222 persona
(primarily youth) will return to school or enroll in
additional non C E T A training or activity.
Those
enrolled in the program will receive attention under
C ETA as follows: Black 424. Chicano 307, American
Indian 153. other minorities 287. Vietnam era Veterans
264, Youth 665. Older Workers 100, and ex offenders 64.
Anticipated expenditures by cost categories will be:

Notice is hereby given. The City of Portland, Bureau
of Human Resources. Manpower Division, is seeking
contractors to perform services under the Title I of the
Comprehensive Employment and Training Act of 1973
(Public Law 93 203) as amended.
Services to be
rendered during fiscal year 1976 (July 1, 1975 through
June 30, 1976) include major components of the
Comprehensive Manpower Program conducted with the
guidance of the Portland Manpower Planning Council.
Proposals are to address any one of the following
program Components:
A. Intake, orientation and assessment services.
Includes: a program of outreach into the community to
locate and enroll clients who are eligible for services; an
orientation program which will cover the range of
opportunities and sei vices available through the
manpower services program; all guidance and assistance
necessary to define a training and an employment track
that will bring the client to full skill and employment
level.
B. Development of training programs and the
selection of training program operators. The contractor
will secure training services in response to client need
and give each client the supportive counseling and
backup to guarantee a successful training experience.
C. The development of job opportunities.
This
necessitates an innovative concentration of effort on the
development and maintenance of a system of employer
contacts and persuasive public education.
The
contractor will be expected to be the foremost
practitioner of job development.
Proposers M U ST use the Request for Proposal format
which is available at the Manpower Services Division,
Third Floor. 620 S.W. Fifth Avenue, Portland. Oregon,
97204, from 8:00 a.m. to 5:00 p.m., Monday through
Friday starting Monday, March 21, 1975. Proposals will
be accepted from March 24 through April 11, 1975 at the
.unpower Services Division office. No proposal will be
«ecepted after 12:00 midnight on Friday, April 11,1975.
A nropoaer's Conference will be held on Thursday.
Ma ch 27, 1975.
The time and location will be
announeed later. This conference will provide assistance
in answering technical and informational questions which
have occurred during the proposal w riting process.

Notice is hereby given that the City of Portland has filed

federal manpower funds available under Title V I of the
Comprehensive Employment and Training Act of 1973
(CETA).
The initial funding application was submitted to the U.S.
Department of Labor on January 8th. 1975.
This
modification supercedes prior modifications.
This modification accepts $125.246 in discretionary funds,
increasing the total grant allocation from $1.523.258 to a
new total of $1,648,504. This money will be used entirely
for public service employment.
An estimated 288 individuals will be served over the next
ten months and there will be 146 positions filled by the end
of April, 1975.
Copies of the modification will be available for review and
comment for thirty days beginning Friday April 11th, 1975
and continuing through Monday May 26th. 1975, in the
Manpower Services Division, 620 S.W. Fifth Avenue. Third
F loor, Portland. Oregon 97204. The hours for reviewing
the modification will be 8:00 a.m. to 5:00 p.m.
